Security and Humanitarian Access (H / F) Referent - Bangui, Central African Republic

General objective of the position

Under the supervision of the Country Director, you will be the focal point for mission coordination on security and safety aspects. You are in charge of the preparation, prevention and management of security on the mission.

Main responsibilities

Context Monitoring & Security Risk Analysis
Set up a system of analysis and contextual and security monitoring in collaboration with the field coordinators of each base, the mobile teams, the network of partners and the persons of interest.

Perform security diagnoses (buildings, operations, travel, etc.) as well as recommendations and action plans with the logistics coordinator.

Security Management and Tools
In collaboration with the Country Director and the logistic coordinator, you will develop a security strategy for the mission - National Security Plan - (security management, responsibilities, communication, travel, etc.).
Coordinate writing and updating of local security plans with field coordinators.

reporting
Produce regular context analysis notes with potential impact on operations
Track incident management and ensure that reporting is done and capitalized
Produce a weekly security status document for the mission

Training / Briefing
Develop specific training according to needs with the support of the Regional Security Referent
Provide risk analysis sessions with the teams
Ensure the security briefing with new expatriates and national staffs

Coordination / Network
Participate in inter-NGO safety coordination meetings and national forums on humanitarian security
Identify sources of information, develop a network of relevant contacts and identify influential actors
Maintain an effective network with local stakeholders on issues of context and security

Do you match the profile we are looking for?


You have at least 5 years of experience in a position related to security management, particularly in unstable environments and in contextual and security analysis.

You are recognized by you relational and editorial skills, especially in the formalization of documents (analysis, briefings, notes, security plan, etc.).

You are also recognized by your ability to negotiate and maintain a network of partners (internal and external).

You are sensitive to the peculiarities of the local culture in order to adapt your communication and posture according to the interlocutors.

Specific conditions / Remuneration


Contract : 12 months c ontract fixed-term use of French law

Remuneration and benefits :
Gross monthly salary from € 1,805 to € 2,305 gross based on experience.
Per diem and monthly living expenses : 669 € (cf eurocost) net, paid in the field.
+ 12% of the gross monthly allowance salary related to the context.
+ 16% of the gross monthly reimbursement pension insurance for French non-nationals.
+ Child allowance , limited to 5 children.

Transport and accommodation :
Support for travel to and from the workplace.
Single room in collective housing supported.

Medical cover : 100% coverage of medical expenses + repatriation insurance.

Leave and RnR :
25 days of paid leave per year.
+ 20 RTT per year.
+ 215 € paid for the recovery period (every 10 weeks).
Assumption of transport tickets towards the reference recovery zone (France)

Training : unlimited and free access to the crossknowledge © e-learning platform.

Work context:


The security referent is in close contact with field coordinators and liaison officers. The security needs are strongly related to logistical needs, so a strong interaction is to be established with the Logistics Coordinator in order to have a common implementation timeline.

The security referent is not the direct manager of the field teams but remains the guarantor of the feasibility of the actions with a particular challenge concerning the emergency teams in continuous displacements outside the usual work zones of Action against Hunger.

A strong network of partnership and communication is to be established with the counterparts and the people of interest.
