Expert on Strategic Criminal Analysis – Specialist Advisor

We are presently of identifying candidates for the position of an Expert on Strategic Criminal Analysis-Specialist Advisor III to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI contract. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Expert on Strategic Criminal Analysis-Specialist Advisor III are as follows:

Primary Qualifications—
RSO Clearance for LNs (Local Nationals) or MRPT Clearance for TCNs.(Third Country Nationals)

Local National preferred, TCN acceptable.
Bachelor's degree in international relations, law enforcement, public policy or related field (ten (10) years professional experience can be substituted).
Spanish FSI Level 3/3, English FSI level 3/3.
Ten (10) years' experience in the field or specialty.
Two (2) years of experience working overseas in an embassy environment.
Two (2) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
Experience briefing in Spanish and English.


 Secondary Qualifications—
A University Degree in Management Administration, Strategic Planning, law enforcement or 10 years of experience on fields related to Strategic Intelligence, Citizen security management.
Demonstrated experience of 10 years working with law enforcement may supply the academic level on activities related to criminal analysis.
Experience as trainer on basic criminal investigation topics.
Ability to conduct training and evaluation in Spanish.
Two (2) years’ experience working with International Cooperation Organizations executing Project Life Cycle, as well as Results-based Management.
Knowledge of host government institutions, functions and jurisdictions.
Knowledge and proficiency of various software applications including but not limited to: Word, Excel, Access, Publisher, PowerPoint, etc. as well as social media.
FSI level 4/4 Spanish (or higher).
Experience working with Public Ministry on criminal analysis and strategic planning, providing technical support on the strategic execution, monitoring and evaluation of  projects and activities aimed to strengthen the criminal analysis services within the Public Ministry.
Demonstrated knowledge of Guatemalan laws and its criminal justice system.
Experience working with and building consensus among high-level contacts within the host government.
Capacity to conduct analysis and research, including the ability to evaluate and integrate information from a variety of sources and make proposals to improve programming.
 Responsibilities—
Provide technical support on the strategic execution, monitoring and evaluation of the projects and activities aimed to strengthen the Criminal Analysis and Internal Intelligence services within the Public Ministry.
Functions as a communication channel between INL and the Analysis Units regarding the status of the projects and advance of the activities programmed.
Assists INL to interact with the full range of GoG actors involved in implementation of projects, including director, analysts, administrative area, and other key personnel.
Analyze current data, activities, trends, gaps and provide technical advice to INL and GOG partners in order to improve the criminal analysis process.
Provide advice concerning projects, i.e., planning, implementation and evaluation of, but is not limited to, mechanisms to boost internal stability, increase government capacity, expand government reach and strengthen the criminal analysis service within Public Ministry in the criminal analysis units and information administration units.
Create and present proposals to INL to develop policies, strategies, law implementation plans, inter and intra institutional regulations, protocols, processes, guidelines, manuals, which improve analysts’ abilities and competencies regarding specialized criminal phenomenon.
Present draft project documents, project implementation letters, or other forms requested by INL, along with corresponding or applicable annexes such as time frames, budget, and procurement plans.
Present annual work plans with activities and actions in order to achieve goals and indicators, pursuant to approved projects.
Implement project activities and follow up on project proposals, in order to accomplish with the objectives and goals of the project.
Provide technical advice in the improvement of the units dedicated to implement the analysis cycle: Direction/planning, gather information, analyze information and produce information for decision making related to crime phenomenon.
Improve institutional capacity to administration of information to produce data regarding internal and external interest to increase credibility and social perception in the Institution.
Draft and prepare documents with proposed regulations, internal policies, strategic plans, protocols, technical opinions, guidelines, manuals and any other technical documents to institutionalize the activities of the project.
Provide training on criminal analysis, criminal structures, criminal phenomenon, intelligence, criminal patterns, profiling, etc.; and coordinates logistics.
Create mechanisms to institutionalize training's.  Training shall be presented in Spanish without the use of interpretation services.  The incumbent should be present at all training sessions.
Prepare a concise written report (in Spanish) for the Program Manager upon completion of training's, that indicate the degree of accomplishment of goals, curriculum, list of participants, and any other support of the activity.
Collect successful stories and good practices which may help to demonstrate the effectiveness of the project.
Provide support on the monitoring & evaluations activities by prepare monthly reports on the progress of the indicators included in the monitoring and evaluation plan, and any other information requested in order to track end-use-monitoring.
Assist in developing, coordinating, scheduling and presenting slide shows, speeches, handouts and technical opinions about activities under implementation.
Provide weekly reports on project advances, goals reached, impact of activities, and suggestions of improvement.
