This position manages security staff in Kabul and provides technical assistance and compliance monitoring to dispersed operational offices. In the coming year, the position will concentrate on ensuring that structures and systems for security management are in place and being utilised. The position provides strategic advice to the Country Management Group on security, staff safety and risk management.

The Security Manager reports to the Country Director.

OUR IDEAL CANDIDATE:

We are seeking a university graduate in relevant field, with a minimum of 5 years of experience working as a Security Manager in a humanitarian/recovery context. Expertise in responding to security incidents, establishing security policy procedures, conducting security assessments, and documented results related to the position’s responsibilities. A seasoned manager who will manage and build the technical capacity of our security national staff. Fluency in English, both written and verbal.

Responsibilities:
Development and implementation of the NRC Security Management System at national level.
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS).
Minimize security risks to the operations of NRC.
Management of security staff at country office.
Supporting the development/implementation of a robust security structure in Area offices.
Provide the security context for programme implementation.
Facilitating principled humanitarian access negotiations.
Monitoring compliance to security plans and Standard Operating Procedures.

Travel: Approximately 50% travel to field offices in Afghanistan

ADDITIONAL INFORMATION:

This is an unaccompanied post/non-family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
An approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for the visa to Afghanistan.
