Under the direct supervision of the Area Manager (Baghdad), the incumbent is responsible for the implementation of the DRC Safety Risk Management System in Iraq with a strong focus on conducting Safety Risk Assessments in the field, producing and following up on Safety Improvement Plans, and delivering Safety-related training to both expat and national staff. Under the technical supervision of the Country Safety Coordinator, the Safety Manager is a key role that supports DRC’s continued access to affected populations in new and existing areas.
Your main duties and responsibilities will be:
As DRC programme needs dictate, deploy to field sites all over – but not limited to – South Central Iraq to support in conducting Safety Risk Assessments and to provide other Safety-related support.
Produce Safety Improvement Plans for DRC field sites and offices and support the Country Safety Coordinator in following up on their progress
Develop a budget for safety improvements and requirements and track spend, in line with available donor funds, and in coordination with the Country Safety Coordinator and Area Manager
On top of pre-existing packages, design and deliver Safety-related trainings to expat and national staff.
Provide cover for the Country Safety Coordinator whenever he/she is out of Erbil – as well as for other members of the wider Safety team - to ensure that DRC staff always have a qualified point of contact in the Safety team
Provide timely and practical safety information to staff in general which includes analysis identifying key personal safety aspects, implications on access (present and future) and possible impacts on organizational programming and reputation
Undertake and support others to undertake site/area assessments as well as safety risk assessments and facilitate the implementation of corresponding mitigation measures
Update operational safety tools (e.g. standard operating procedures, minimum operating standards, contingency plans) in accordance with DRC’s Safety Risk Management System and monitor staff compliance with these
Mentor safety colleagues on an ongoing basis in the area of safety and security management
Support Area Managers and Base Managers with humanitarian access-related work, taking the lead where required
Maintain a reliable network of safety information resources that includes other professionals in external agencies, national contacts, local authorities, and open sources
Based on an assessment of training needs develop, support, facilitate and/or deliver safety trainings to all staff members and partake in regional training initiatives. Become familiar with/instruct DRC Iraq’s Personal Safety Awareness Training (PSAT) and support in the design and delivery of HEAT training
Support programming teams in accessing affected populations in new and existing areas. Support this through; completing desk assessments, conducting scoping missions, and follow up risk-mitigation planning.
About you
To be successful in this role we expect you to have a Minimum of 2 years spent with a humanitarian/development actor.
Moreover, we also expect the following:
Required
At least 2 years INGO/IO safety management experience with a proven ability to develop and implement effective and contextualized protocols and systems
No less than 1 year work experience in volatile contexts and conflict-affected environments, and willing to travel to high risk areas
Strong analytical as well as writing skills and the ability to provide conflict analysis
Proven experience with delivering safety-related trainings to both national and international staff members.
Previous exposure to HEAT is considered to be an advantage
Proven ability to prioritize tasks and meet deadlines
Stable and robust character with excellent interpersonal and teamwork skills, and a good sense of humour
Excellent communication skills and fluent in written and spoken English
Ability to train and convey information to non-safety personnel
Strong initiative and self-motivated, with a strong commitment to humanitarian principles
Ability to multi-task and cope with competing demands under tight deadlines
Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment
Regional/Iraq experience is an advantage
Desirable
University degree in relevant discipline (political science, peace & conflict studies, history, etc.)
