Field Security Coordination Officer/ Facility Safety & Security Manager , Yemen

Background
Under the overall guidance and supervision of the UNDSS Field Security Coordination Officer (FSCO) Aden, the FSCO - Facility Security and Safety Manager oversees the implementation of security operations and all matters relating to the management of safety and security for UN personnel and facilities (Offices and Accommodations) in Aden (hereinafter referred to as “area of responsibility”.

Duties and Responsibilities
As FSCO:

The security risk assessments are timely developed and reviewed for all locations in area of responsibility;
The country/area security plans are timely prepared, including contingency plans, updated lists of personnel employed by the organizations of the United Nations system and their recognized dependents;
Maintains up-to-date instructions for personnel employed by the organizations of the United Nations system and their eligible dependents on security in relation to the implementation of the security plan, including providing guidance for crisis situations and contingencies;

Maintains an effective and functioning security and emergency communications system, establishes a system for briefing all personnel employed by the organizations of the United Nations system and their recognized dependents,
Cooperates closely on security matters with representatives of organizations at the country level in country or area to ensure the best possible security management, assists with security operations conducted by agencies as requested;
Supervises effectively security personnel, maintains effective liaison with Non-Governmental Organizations / International Non-Governmental Organizations (NGO/INGO) communities and host country security authorities;

As Facility Security and Safety Manager:

Implement Standard Operation Procedures with unarmed guards for access control in area of responsibility.
Check compliance of the United Nations Security Management System (UNSMS)
 and INGOs with safety and security in the area of responsibility.
Ensure compliance in the established access control points of the area of responsibility.
Ensures effective and efficient use of the guard force deployed in area of responsibility. through the designated focal points of the guard service providers (Armed and Unarmed Guards)
Continuously liaise with the commanders of the security forces deployed by the Host Country on the provision of required armed security for area of responsibility and ensure that their performance is up to the standards.
In cooperation with the commanders of the security forces deployed by the Host Country, prepare, coordinate and exercise the emergency response plan for the area of responsibility, including the response of the Mobile Response Team and Quick Reaction Force.
Immediately address any identified shortcoming on performance delivery from armed and unarmed security forces deployed in area of responsibility.
Continuously observe and identify vulnerabilities in area of responsibility and immediately design and implement the necessary mitigation measures.
Ensures coordination with the UN Medical Clinic for the provisions of emergency medical care for all occupants of the facilities.
Draft and implement a medical response plan, in coordination with UN Clinic, that should be regularly exercised with staff and security elements.
Maintains day to day liaison with the supervisors of the Guard Force (unarmed) providers for effective implementation of all joint security measures, perimeter security and access control.
Attends and take action to all security incidents and reports to the UNDSS FSCO Aden and ASC any criminal or other security incident or disturbance occurring in area of responsibility.
Maintain close liaison with UNSMS Security Focal Points and coordinate a unified approach on emergency response plan.
Ensure that each Agency has in place security briefings, solid access and lockdown procedures and regular exercise/drills for their premises.
Supervise the deployment of Security and Safety Service personnel (SSS) assigned in area of responsibility.
Ensure safe and secure transport of UN personnel from the area of responsibility to Airport and back through established policies and procedures in place.
Coordinate airport convoy movements with the UNSMS and Host Country military escort.

Required Skills and Experience
Education:

Advanced university degree (Master degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:

A minimum of two years of progressively experience in management of security units in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a field-based environment is required.
Experience working with or coordinating closely with local authorities and law enforcement agencies is desirable.
Experience within the United Nations or other international organization is desirable.
Experience in the use of computers and office software packages (MS Word, Excel, etc)
Experience in facility/building management an advantage
Language Requirements:

English and Arabic are the working languages of the United Nations in Yemen. For the position advertised fluency in English is required, working knowledge of Arabic is desired.
