Overview of position:
The Support to Transitional Justice and Reconciliation at the Local and National Levels in Libya is an ongoing project that aims to facilitate dialogue between different parties in localized disputes and to work with the parties to identify a way to develop capacities for conflict resolution, establish transitional justice processes to deal with past violations and develop plans to enhance community security. The project supports key actors at the local and national levels to a) continue dialogue processes on transitional justice and return of IDPs; b) develop strategies and plans to support transitional justice measures; c) support inclusive community safety and security planning. The project began with the Misrata and Tawergha dialogue and has started in 2017 to replicate the approach in other communities.
A joint reconciliation committee from Misrata and Tawargha has been formed and various working documents produced. However, although a timeline was agreed to the return of the Tawerghas the vast majority still remain displaced in various parts of the country notably Tripoli, Benghazi and south of Tawergha city either in camps or in residential areas. Various local authorities in Misrata (police, mayors, local council, etc.) are adamant that they will protect the returnees, and that social services will be provided.
The aim of the project is supporting the Misrata-Tawargha joint committee in implementing the agreed roadmap including supporting transitional justice processes and facilitating the return of IDPs in safety and dignity. This includes addressing some of the fundamental causes of the conflict between the two communities, dealing with allegations of past human right violations, and promoting dialogue between the two communities. The project is focusing on empowering both sides through community-based dialogues to address grievances related to human rights and humanitarian issues.

Role objectives:
This consultancy is part of Outcome 1 of the Project, which aims at enabling key parties from both sides to continue the dialogue process on local grievances and return of IDPs. The consultant will provide technical support to facilitate those dialogues and will utilize the rehabilitated psychosocial community center (in Tomina) to create the needed safe space for dialogues to take place. Meanwhile, the consultant will update existing conflict and need assessments to inform conditions for IDPs’ return.
The dialogue meetings should bring together traditional social leaders, rights activists, professionals and technicians with specific skills, municipalities, CSOs, and members of militias, through the facilitation of small-group discussions and roundtables. The consultant will contribute to promoting transitional justice and human rights through a series of dialogues between all concerned parties and stakeholders, with the support of our client’s acting as a neutral facilitator. By opening channels of communication between all parties, the consultant will contribute to solving local conflicts and provide his/her expertise and advice to our clients in their efforts to promote a nationally owned and grassroots transitional justice process in Libya.

Project reporting:
Reporting to the project manager.

Key competencies
• Bachelor’s degree in social sciences, political science, international relations, humanities, language, arts, or related areas.
• With Bachelor’s degree, minimum 7 years of experience in broad human rights area (preferably in conflict resolution and peacebuilding areas including facilitation and mediation) and with Master’s degree minimum 5 years of experience in relevant field.
• Fluency in English (both oral and written) is preferred.
• Fluency in Arabic (both oral and written) is required.

Experience:
• Demonstrated experience working with civil society, grassroots activists, militias and political actors in Libya across the political and regional spectrum.
• Access to the relevant stakeholders of local dialogues proposed.
• Demonstrated networking and communications skills.
• Knowledge of the local issues at stake and precise social/political/security analysis skills.
• Technical knowledge of issues relating to mediation, conflict resolution, local dialogue processes and reconciliation.
• Demonstrated experience in facilitating and supporting local dialogue in Libya, preferably with expertise working on the Misrata-Tawargha file, including in support to our client’s efforts.
• Proven advisory experience and track record of engaging with Libyan activists, including authorities, militias and IDPs, on topics related to transitional justice, conflict resolution, and peaceful dialogue.
• Proven intellectual and practical capacity to understand and interpret national and local development and political issues, particularly in recovery situation/post crisis settings.
• Proven records of writing skills, including preferably in English.
• Excellent communications and mediation skills.
• Reputation of impartiality and legitimacy among all concerned actors.

Team management:
