Security Operations Support Officer

Job Purpose:  

The WFP Regional Bureau in Cairo provides strategic and technical guidance to WFP operations in 17 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Kyrgyzstan, Lebanon, Libya, Morocco, Palestine, Syria, Sudan, Tajikistan, Tunisia, Turkey and Yemen

We are looking for a competent Security Operations Support Officer to organize and oversee all security operations for our Regional Bureau in Cairo.

As Security Operations Support Officer you will have to demonstrate excellent surveillance and emergency response skills. You will need a strong commitment to security rules and knowledge of all hazards and threats to safety. Since you will have a number of security guards under your responsibility, you must also exhibit leadership skills.

The goal is to create and preserve an environment where employees, visitors and property are safe and well-protected.

KEY ACCOUNTABILITIES (not all-inclusive)

01. Plan and coordinate security operations for the Regional Bureau in Cairo, in line with WFP safety and security policies.

02. Contribute to the security and safety contingency and continuity planning for the office.

03. Collect information on national, social, political and security issues that may potentially impact the World Food Programme for management attention.

04. Participate in preparing risk assessment and analysis.

05. Provide operational support to the Regional Office and some Country Offices in the region, in order to achieve the demands of the Security Risk Management.

06. Liaise with United Nations Department of Safety and Security (UNDSS) to ensure WFP management and staff are fully aware of security matters in the country and the region.

07. Manage security equipment, for example access control and surveillance equipment, to ensure it is issued correctly, is in serviceable condition and follows the established security standards.

08. Control budgets for security operations and monitor expenses.

09. Responsible for all facilities access control measures and procedures to ensure safety and security of WFP staff and visitors in line with United Nations Security Management System.

10. Deliver security briefing as part of the induction process for new staff and visitors.

11. Support in training activities on security and safety procedures, security awareness, and fire safety for staff.

12. Support the supervisor during emergencies to meet changing needs.

13. Provide Temporary Duty Assignment support when required within the Region.

14. Report security status to management.

STANDARD MINIMUM QUALIFICATIONS

Education:


Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience:


Ten years or more of progressively responsible professional experience in security management (relevant military, police or corporate) and/or security risk management.


Background and interest in international humanitarian development.

KNOWLEDGE & SKILLS
Theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
Operational knowledge of security operational activities and security risk management.
Experience in preparing data analysis and security operations reports.
Experience in managing support staff.
Proven emergency management skills.
Strong communication and leadership skills.
High level of social and political awareness.
Fluency (level C) in English & Arabic languages.
