Position: Country Security Manager -Iraq
Location: Baghdad, Iraq with travel to project site locations and Erbil
Reports to: Country Director, Iraq, with technical reporting to Global Security Director

Position Summary: The Country Security Manager will be responsible for regular and ongoing security analysis of the conflict context and developments. The Security Manager will develop and maintain up-to-date context analysis and risk assessment and will maintain an incident reporting system. The Security Manager will maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure that reliable security information is gathered. Undertake regular and ad hoc security assessment missions as necessary, in order to collect information and to analyze the overall security situation in existing and potential areas of intervention.

Position Responsibilities and Duties:


Coordinates establishment of security support systems in RI’s Iraq Office; ensures that RI is linked via all interagency and security coordination lists to establish RI security presence in the INGO community; attends interagency security coordination meetings.


Conducts scheduled and ad-hoc field residencies at each program site, security permitting, including central and sub-offices and program delivery locations for security assessments and audits. Residencies must take at least 60% of time each month and be fully coordinated via the senior country staff and Global Support Office (GSO).


Leads an ongoing process of review and revision of security policies and procedures to ensure understanding, buy-in, and compliance by staff; routinely revises (writes and edits) safety and security plans for review by Country Director and Global Security Director.


Recommends and/or provides staff training on safety and security in a proactive and positive manner that promotes inclusion, participation, and leadership among the entire RI team, including expatriates, and local national staff. Is knowledgeable and sensitive to training needs and issues that must be understood to promote a positive organizational profile, cultural respect, and abide by the RI Code of Conduct.


Liaises with UN and interagency security personnel on security matters for country programs and in Iraq; advises Country Director and Global Security Director on security issues; provides security briefings and updates for RI staff and visitors.


Applies situation appropriate rules and guidance per RI’s Field Security SOP’s, MOSS and UNSECOORD; conducts visits to RI’s field project offices and residential sites to assess security and safety conditions; develops comprehensive security risk assessments leading to the creation of effective security plans, educates colleagues on the security plans and ensures compliance;.


Maps security incidents and understands patterns and threats; facilitates the development of situation specific, coordinated evacuation plans; writes well-researched security incident reports for review by Country Director, field staff and Global Security Director.


Develops and maintains contacts with national law enforcement agencies, where appropriate; respects and is fully current at all times on political issues and local policies that impact INGO operations and safety.


Conducts him or herself and the RI Iraq security operations in a manner that ensures reduced risk for exposure to issues with any group or government; presents the RI programs in a respectful and positive manner in all inter-agency interactions.

Security Analysis

· Undertakes ongoing analysis of the context and developments in relation to the security situation.

· Develops and maintains up-to-date context analysis and risk assessment.

· Develops and maintains an incident reporting system.

· Maintains close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information.

· Undertakes regular and ad hoc security assessment missions as necessary, in order to gather information and to analyze the overall security situation in existing and potential areas of intervention.

Communication

· Establishes a network of contacts with local stakeholders such as government, (I) NGOs, UN, partners, and communities to share and exchange information.

· Internal Communications: Country Director and senior management staff to inform and co-ordinate on security issues.

· Regional Director, Middle East or Global Security Director, if applicable

· Relevant staff in order to ensure that the security management system complements the program and advocacy activities and vice versa.

· Relevant support staff in order to ensure that all logistical, financial, IT, HR and administrative elements of the security management system are in place.

Staff Management

· Supervises the Security Officer.

· Assists the Security Officer in managing his/her workload, the organization of daily tasks and methodologies to be used for security reporting and completion of security assessments.

· Supports country management to develop a security management system which includes a security management strategy (including detailed acceptance strategy) and plans which allow for the continuous updating of security measures.

· Advises and supports Field Managers, the Security Officer and Country Director with regard to implementation of the security management system.

· Ensures the security management system is in line with existing RI security policy, protocol and approach.

· Supports the Country Director and other senior staff to manage security incidents.

· Provides crisis management support to senior management for incident response, reporting and analysis.

· Ensures that the supporting departments (HR, Administration, and Logistics) have in place an appropriate system to facilitate good security management.

Qualifications and Experience:

· At least 5 years of international experience of security assessment, planning and implementation of procedures in the context of NGO humanitarian operations in conflict affected countries

· Experience of working in complex field settings within the Middle East region (Iraq - strongly preferred).

· Proven negotiation skills with internal and external audiences including in complex and stressful circumstances.

· Proven experience of delivering field based training.

· Ability to provide advice and support field staff in a consultative manner.

· Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organized and efficient.

· Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.

· Experience working in conflict, the Middle East or other insecure contexts.

· Willingness to travel at short notice, and often in difficult circumstances.

· Committed to RI principles

· Demonstrated knowledge of UN, ECHO, MOSS, and other standard INGO security frameworks.

· Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.

· Fluency in written and spoken English and Arabic desirable.

· Ability and willingness to train country staff counterparts; proven training leadership required.

· Must be able to demonstrate strong writing, reporting, and situational analysis skills.
