These positions are located primarily in the Department of Safety and Security (UNDSS) but may also be found in other offices throughout the United Nations Secretariat. UNDSS personnel perform a large range of functions, from ensuring the security of UN compounds, providing close protection services, and investigating incidents, to providing training on safety and security policies and procedures. Our staff identify security trends, develop security plans and ensure crisis preparedness.

There are many types of roles within UNDSS, requiring a diverse set of knowledge, skills and experience, broadly these roles encompass the follows:

1. Security Operations: This stream is made up of specialized functions that require specific technical skills sets, knowledge and experience. Examples include Policy Officers, Threat Analysts, Physical Security Specialists, and Training.

2. Specialist Security Operations Support: This stream includes core safety and security functions related to the Department’s operations. Examples of Security Operations functions include Security Management & Advisory Services, Uniformed Security, and Close Protection.

Incumbents typically report to a Senior Security Officer.

Successful candidates will be considered for YPP positions as they become available throughout the Secretariat, including field offices. Initial appointments will be for two years and subject to review for a continuing appointment. The Organization promotes mobility within and across duty stations and job families.Responsibilities

Within delegated authority and depending on location, the Associate Security Officer may be responsible for the following duties:

• Performs routine investigations and/or security assessments to ensure the safety of personnel, premises, and assets.
• Assists in the recruitment, training, and supervision of security officers as well as other members of the security workforce.
• Assists in the response to crisis events and security incidents through the establishment, implementation, and monitoring of policies and procedures as well as preparing contingency plans for crisis/security/emergency situations.
• Assist in identifying and recording assets, personnel, and/or personnel dependents to be protected in order to estimates the human resources and physical assets required to ensure it/their security.
• Assists in preparing and reviewing a broad range of security documents.
• Conducts research and provides recommendations for combining human resources and technology to improve security.
• Serves as member of interdisciplinary team on matters of non-routine nature, such as mine removal, evacuations, medical emergency or hostilities that threaten the safety of personnel and dependents.
• Conducts security surveys of office and residential areas and premises.
• Liaises with relevant stakeholders such as other UN components, NGO’s as well as local authorities to discuss potential problems and plans possible methods of resolution.
• Ensures that all personnel members and their dependents are kept fully informed on matters affecting their security.
• Performs other duties as assigned.

- Selected from the main course of study "Security Services": Military, Civil Security, Police Work & Law Enforcement, Fire Protection & Fire Fighting, Criminology.

- Selected from the main course of study "Business & Administration": Finance, Institutional Administration, Logistics, Management, Personnel Administration, Procurement, Public Administration, Administration, Business Administration.

- Selected from the main course of study "Law": General Law, Law of the Sea, Jurisprudence, International Law, Human Rights Law, Humanitarian Affairs Law.

- Selected from the main course of study "Social & Behavioural Science": Economics, Ethics, Human Resources, Human Rights, International relations, International studies, Development studies, Behavioural Sciences, Sociology, Psychology, Political Science, Peace & Conflict Studies.

Fluency in at least one of the working languages of the UN Secretariat, English or French (speaking, reading, listening, and writing) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.Assessment

The assessment process is divided into 3 stages:

1. Screening of applications
2. Written examination taken online
3. Oral examination.

Knowledge of UN languages may be tested at any of these stages.

1. Applications will be screened on the basis of the eligibility criteria in this Job Opening.
2. The written examination will be conducted via an online testing platform. Candidates convoked for the written examination will be responsible for identifying and securing a location suitable for them to complete the examination (i.e., a computer with a reliable internet connection). Further information regarding the online testing platform and suggestions for a suitable testing environment will be provided to those convoked for the examination. The written examination is planned for the following tentative timeframe: February 2019 (exact date to be announced on the UN Careers YPP Page).

The written examination shall consist of:

• General Paper, which assesses skills related to drafting and other competencies within an international affairs context.
• Specialized Paper, which assesses knowledge and attributes related to responsibilities listed in the job opening.

3. Only examinees who are successful in the overall written examination will be invited to the oral examination. The oral examination will be conducted via online video conference. The oral examination will assess the key competencies for the job family, as described in the Job Opening. Part of the final assessment stage, either before, during or after the oral examination may include an element to verify the candidate’s answers given in the Specialized Paper as well as the information in the Personal History Profile submitted. The anticipated timeframe for the oral examinations is April/May 2019.Special Notice

Success in the YPP examination process will result in placement on a roster of eligible candidates for selection into specific vacancies which may arise over the course of a three-year period (beginning from when the roster is established).

Upon selection, successful YPP candidates will be initially appointed at the P-1 or P-2 level depending on their qualifications. Those appointed at the P-1 level shall be promoted to a position at the P-2 level following a minimum of two years of satisfactory performance and depending on the availability of posts.
