For the Cordaid Country office in Afghanistan, Cordaid is looking for a Security Advisor
Position and responsibility
The Security Advisor reports to the Country Director and in his absence to the Deputy Country Director. Maintains an open line of communication with the global security advisor.
General objective of the posting
Ensure that the Cordaid country security plan is updated, implemented, monitored for compliance and reviewed on a regular basis; consistent with Cordaid policies, standards and requirements in order to promote safety and security for Cordaid staff, partners and program participants.
Specific objectives
Analysis:
Establish and maintain an active network of relevant contacts with key actors, including NGOs, INSO, UN and government agencies, to ensure gathering of reliable security information;
Ongoing analysis of the socio-political context, developments and security situation for security management, including program conflict sensitivity purposes;
Develop and maintain up-to-date context analysis and risk assessments;
Ensure effective incident reporting, -analysis and follow up;
Undertake regular security assessment missions as necessary, or to assess remotely when access is not possible, in order to gather information and to analyze the overall security situation in existing and potential areas of Cordaid intervention;
Conduct ongoing threat assessments and compile situation reports and monthly security analysis as required, ensuring that information is shared in a timely manner.
Security advisory and leadership:
Lead the regular review of a security risk management framework, which includes a Country Security Plan (CSP), Standard Operating Procedures (SOPs) and Hibernation, Relocation & Evacuation Plans (HREP);
Advise and support the Country Director (CD) with regard to implementing this security risk management framework;
Ensure the security management framework is in line with existing Cordaid security policy, protocol and approach and the changing needs as dictated by the Afghan context;
Support the Country Director and other senior staff to manage security incidents;
Support in planning and implementing risk mitigation strategies (acceptance, protection, deterrence) in order to improve safety and security;
Provide crisis management support as part of the local crisis response team for crisis response, including logging and analysis of lessons learned as well as help prepare local crisis response team members for their relevant role in the IMT through regular table top exercises;
Provide leadership to a decentralized Security Team, including Security Officers and Security Focal Points, through a matrix reporting relationship;
Ensure that staff, including Security Officers and Security Focal Points, have the security skills and awareness that they need to be effective, by providing appropriate learning and development opportunities, including delivering training and maintaining a training plan;
Ensure that the supporting departments (HR, Finance and Logistics) have in place an appropriate system to facilitate good security management;
Ensure that all staff and visitors receive relevant policies and procedures in advance, as well as appropriate briefings on arrival, and as required if circumstances change.
Qualifications
University degree in a field relevant to security management in a humanitarian assistance context, or the work experience that equals this;
Knowledge of and minimum of three years of working experience concerning security-issues in fragile countries and a minimum of two recent years of experience in the region, and ability to demonstrate advanced knowledge with the historical and current social, political, and safety contexts within the region;
Proven analytical skills and track record of written analysis on socio-political context analysis and conflict sensitivity;
Skilled in influencing and obtaining cooperation of individuals not under supervisory control; able to work as member of multinational and multicultural team and manage a variety of external and internal relationships to achieve results;
Strong understanding of humanitarian principles and theoretical and practiced approaches to humanitarian access, including acceptance-based approaches;
Experience in incident and crisis management, including training of local and international crisis management team members;
Advanced knowledge of, and ability to train others in, communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc.;
Demonstrated ability to transfer knowledge through mentoring and other non-formal methods of accompaniment;
Able to build a team and coordinate team work with the local security officers, Security Focal Points, the crisis response team and the Global Security Adviser;
Knowledge of humanitarian and development sector, including of NGO organizational culture;
Willingness to travel to the provinces, sometimes on short notice;
Demonstrated high-level communication skills and proficiency (in writing and narrative) in English; Dari/Pashto language skills will be advantageous, as will be a willingness to study these;
Understanding of principles and practices in humanitarian action, NGO security management, humanitarian access, and civil-military coordination;
Relevant existing local information networks and contacts.

The Security Advisor will be based in Kabul with field visits to the provinces, sometimes on short notice. This is a non-accompanied posting.
Contract information
The contract period is for one year starting as soon as possible, with the intention to extend for a longer period.
