This position is located in the United Nations Mission for the Referendum in Western Sahara (MINURSO) and is based in Laayoune. The Field Security Officer reports to the Chief Security Officer (CSO).

Responsibilities

Within limits of delegated authority, the Field Security Officer at the P-3 level will be responsible for the following duties:

- Supervises a Security unit, as assigned by the Chief Security Officer (CSO);

- Serves as a member of the security management team and Security Cell;
- Assists higher level Security Coordination Officers in the management of the Security
Section, prepares inputs for the work programme of the unit, determines priorities and allocates resources, monitors performance, determines security resource requirements and prepares inputs for results-based budgeting;
- Develops and implements Security Standard Operating Procedures (SSOP) applicable to his/her unit operations and participates in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations;
- Prepares, develops, updates, implements and ensures that functioning and effective security and contingency plans relevant of the unit’s expertise or, as required;
- Contributes to and/or prepare security risk assessments within the mission area;
- Establishes lines of communication and meets regularly with security focal points, UN personnel, Host Government authorities, as well as Military and Civilian Police components of field missions to plan and review security related matters;
- Provides training and advice to his/her unit’s personnel on security matters;
- Acts as a focal point for security information flow on issues of assignment;
- Maintains continuing awareness of prevailing local security conditions, identifies potential threats and advises UN personnel to follow appropriate preventive steps;
- Acts as a member of a Crisis Management Team in crisis situations, ensures crisis preparedness and timely coordinates emergency and crisis situations response in a timely manner;
- Monitors air, land and sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends appropriate action; Assesses evacuation resources availability and submits request to cover the need;
- Monitors accessible areas, maintains tracking systems, establishes and coordinates an efficient 24-hour Emergency Response System (ERS);
- Identifies gaps in existing capability and makes recommendation for amendment where necessary.
- Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; Coordinates implementation of security arrangements by the guard force management, as recommended by the security risk assessments;
- Coordinates development of Principal Security Risk Assessment and implementation of recommended mitigating measures; assigns protective services for Senior United Nations Officials or visiting VIP’s as necessary;
- Assists the Security Information Analysis Cell; Supervises the unit when there is no higher level appointed;
- Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to CSO or equivalent, Designated Officials and Security Management Teams;
- Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries;
- Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources;
- Assists Senior Officers, CSO or equivalent in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments;
- Contributes to the development of corresponding security advisories and recommendations on security operating procedures;
- Provides country-wide security risk analysis, briefing materials and presentations to CSO or equivalent, Designated Officials and Security Management Teams on security matters;
- Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;
- Maintains effective communication channels with security authorities of host countries and other interlocutors;
- Drafts and coordinates timely dissemination of security threat information to mission leadership, Security Personnel;
- Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations;
- Contributes to the development of regional threat assessments in coordination with Chief Security Officer or equivalent in neighboring countries;
- Supervises and guides the activities of the Security Information Analysts Cell as well as any national staff assigned to the information cell;
- Performs as Duty Officer in the Security Information and Operations Centre;
- Obtain, study and implement all security policy promulgated by the Inter-Agency Security Management Network (IASMN);
- Performs other duties as directed by the CSO or delegated authority.

Education

- An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations with focus on security management;
- A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree;
- A first-level university degree may be substituted with a diploma and/or certification resulting in an appointment as commissioned officer from a national police or military academy, in combination with two years of qualifying experience in military or police at the rank of a commissioned officer (i.e. Lieutenant, Inspector, or equivalent) .


Work Experience

A minimum of five years with an advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required; of which:
- At least three years of progressively experience in security operations centre or similar entities, within a military, police or security organization is required; and
- At least two years of experience in managing multiple and divers military, police or security units operating in a conflict or post conflict environment at an international level is required.

Desirable experience: management of security units in a multi-cultural environment, security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, logistics for security in a conflict or post-conflict environment, security staffing in a conflict or post-conflict and multicultural environment.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, both oral and written, is required. Knowledge of Arabic would be an advantage.

Assessment
