Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Weapons and Ammunition Management Regional Technical Advisor for a new WAM initiative in West Africa.

About the job

Working directly to the Regional WAM Manager, you will be a key player in driving forward the new DRC/DDG WAM agenda in West Africa. Initially deployed on a pilot project in Guinea you will contribute to increasing the DRC:DDG WAM portfolio in the region. Professional, Flexible, and Dynamic you will be an essential member of a small team of professionals working in a challenging environment . Your main duties and responsibilities will be:
Review national Physical Security & Stockpile Management (PSSM) standards within selected sites for national authorities and security forces using best practice identified in: International Ammunition Technical Guidelines (IATGs); International Small Arms Control Standards(ISACS); International Mine Action Standards (IMAS).
Conduct PSSM technical assessments of selected sites, initially in Guinea, as part of a wider WAM initiative in West Africa.
Produce PSSM technical assessment reports and make recommendations for selected site improvements.
Assist PSSM task prioritisation on behalf of national authorities and security forces.
Mitigate procedural gaps and site staff capabilty gaps by producing site SOPs and delivering WAM training to site staff as required.
Offer technical guidance on, and monitor and evaluate progress of: physical site rehabilitation works; site procedures revision; and site staff training. Ensuring adherence to international standards throughout.
Act as the principle technical advisor to national authorities and security forces on all aspects of the weapon and ammunition security and safety components of PSSM.
Any other duties or tasks as identified by the Regional WAM Manager.

About you

To be successful in this role we expect you to have thorough knowledge of and experience in all aspects of WAM and PSSM. Moreover, we also expect the following:

Required

· At least 5 years experience in the area of PSSM; conflict prevention/resolution; Small Arms and Light Weapons (SALW); and peace and stability programmes.

· Relevant educational/military background.

· Experience using: IATGs; ISACS; and IMAS standards and guidelines.

· Technical knowledge of SALW and EOD.

· Ability to monitor and evaluate implementation of PSSM recommendations.

Desirable

· High degree of computer literacy.

· Minimum of 5 years field experience in conflict affected areas; experience in West Africa an advantage.

· Experience in training design and training delivery to host nations.

· Fluency in French essential and working knowledge of English desirable.
