Risk Coordinator , Iraq

Responsabilités principales :

The Risk Coordinator for Iraq delegation will be under the responsibility and the line management of the Country Representative (CR) with technical support of the Risk management Sector at HQ level.

Main responsibilities :
• Develop updated context analysis and risks analysis based on reliable networks
• Maintaining and developing key contacts with all the main actors (communities (Moktar), local and national authorities, security state bodies, Non-state actors)
• Facilitating communication between Tdh and all relevant local authorities
• Conducting safety and security oversight
• Managing the safety and security in coordination with the Country Representative (CR)
• Ensuring and strengthening the Tdh’s security and safety management in the country
• Training and managing Tdh staff members in Security and Safety
• Reporting on data and contextual development/analysis to the CR
• In coordination with the risk sector at HQ level contribute to develop new security tools/Standard Operation Procedure and implement it at country level.

Conditions Générales:
Expatriate contract under Swiss labour code 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Duration: 8 months, more if funding available.




Fonction details :





Management of the safety and risk in coordination with the HoB/CR
• Propose improvements to CR for the management of safety/security in the mission (transports procedures, telecommunication …), and participate in the planning of the risk-management procedures such as incident reporting system
• Develop security management tools linked to support and program departments to improve and update security rules.
• Follow up the application of the security procedures. Analyse and formalize lessons learnt with the CR.
• Receive and analyse incident reports and provide correcting measures to update security tools and to submit them to CR.
• Provide feedback and advice, as well as resources, documents, strategies and good practices for safety and risk management of Tdh activities in the country, including new proposals
• Give recommendations to improve security of Tdh working sites and premises and set up new Tdh bases in areas of intervention

Conduct security watch
• Gain a thorough understanding on safety-related and security issues in the Target zone and develop an effective and efficient information/data collection and filing system regularly up dated;
• Follow the evolution of local, national and regional context about humanitarian activities, policies and security issues.
• Assess what are the current procedures of others NGOs in the target zone.
• Be able to recognize, exploit and analyze the information that can have a repercussion on Tdh operations and ensure the link with all other Tdh-bases to share and strengthen analysis.
• Relay every relevant information about security and its consequences in the intervention area to the CR.

Develop a reliable network
• Maintain and develop a relevant network to support the diversification of information sources in the field;
• Develop his/ her own network in order to gather and cross check information coming from the field and from other relevant networks (establish contacts with people from different fields of intervention such as politic, schools, military, militia and local inhabitants).
• Maintain regular contacts with the local authorities and non-state actors. If needed, ensure to get the relevant authorization/support letter and/or the facilitation paper from the relevant department and/or non-state actor.
• Capitalize information about key contacts, compile and archive all the data (contacts phone numbers, facilitation/supporting letters and others)

Tdh staff training and capacity building
• Assess risk behaviour of Tdh staff and propose subsequent SOPs
• Provide training to persons who have risk-management responsibilities in the mission
• Continuous capacity building of relevant Tdh staff
• Organize sytematic context briefing for all new Tdh staff concerning general safety and security, including first aid, communication equipment, dress code

Ensure and strengthen Tdh security risk management model in the country
• Ensure that the mission is in-line with Tdh's policy, essentially risks identified against staff, beneficiaries and assets should be accompanied with an analysis on how vulnerabilities can be reduced in order to mitigate those risks in order to facilitate the maximum implementation of the program
• Help to establish contacts beforehand with keys actors of the intervention areas, check security conditions and provide updated security analysis for the evaluation missions.
• Ensure update and consistency of safety and security procedures, documents and tools, and their diffusion within the team
• At the request of the CR, conduct risk assessments on new areas of intervention or new ways within our areas of intervention

Report on the above mentioned activities
• Facilitate regular reporting on the above mentioned activities to the CR upon his/her solicitation
• Participate in the situation report (SITREP) by providing relevant data related to the position
• Participate in the drafting of intermediate and final project report on safety and risk-related topics, whenever relevant
• Provide a report on weekly basis to CR and HQ Risk Management Sector

Child Safeguarding Policy:
Raising awareness within the Foundation on violence against children
Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse
Reducing the risk of child abuse by selectively recruiting employees and others
Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children

• At least 5 years' experience at a security officer position within international organisation
• English is mandatory (oral and written) and Arabic will be an advantage

• Strong capacities of diplomacy and negotiation
• Capacity to represent Tdh without any political / religious consideration
• Ability to work under high pressure
• Ability of independent work and decision making
• Keen on developing the links and continuum between relief activities and development projects
• Good organisational skills, co-ordination and transfer of knowledge
• Excellent communication skills and a commitment to team work
• Ability to work under high pressure
• Ability to work in a tense context with strict measures
• Proven experience in project management (writing proposal), as well as coaching and training management
• Previous experience in conflict zone is mandatory
• Knowledge of the Iraq and/or Syrian context, especially the targeted intervention area, and the local authorities would be a distinct advantage.
