Regional Security Manager , East Africa

Purpose of the role: 
Provide technical leadership in regional security management. Support and assist national offices implement sound security practices into operations so as to enhance the safety & security of all staff, assets & programmes as well as minimize operational risk. Lead in the optimization of organizational security and the mitigation of operational risks by working with the National Security Officers/coordinators on security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

Duties & Responsibilities

Strategy
Lead in the development and implementation of the regional security strategy.
Collaborate with the other regional functions to ensure that the regional security strategy appropriately supports the operational program priorities of Organization.

Technical Support and Training
Provide technical advice to the regional team on security issues and its likely impact to programming
Work closely with national office security staff in providing critical guidance and input in the area of security management.
Recommend on the safety, security and protection of the organisation and its staff, particularly in insecure complex humanitarian environments or during potential security risks and threats arising from changing political, social and economic situations in the organization offices.
Support and advice national offices in carrying out Security Risk Assessments, using standard tools and processes.
Coordinate the assessment and implementation of Core Security Requirements at Country level and develop capacity building plan for security management based on local security risk assessments.
Implement Security training for all staff operating in high risk areas
Identify, share / facilitate access to security tools, resources and materials as well as learning and support opportunities for national offices. These may include facilitating, conducting training, engagement of trainers and establishing institutional links.

Operations
Work with Country Directors, and Field Security officers/coordinators to:
Carry out Security Risk Assessments as required/directed
Update Country Risk Ratings as required
Provide input and support to management in crisis situations and critical incidents
Conduct security investigations as and when required.

Internal Liaison & Coordination
Assist in building Country office capacity to effectively participate in NGO security networks and ensure information from these groups is disseminated according to agreed protocols.
Build ongoing networks for sharing security information and coordination
Identify and develop strategic regional security networks to share information on security issues affecting humanitarian operations in  areas of operation.
Liaise with external security networks (UN, INGO’s, Embassies, etc) on specific security issues and their likely impact with regards to national strategies and operations.

Reporting
Develop regional security reports as required
Follow up on security incidents as directed and ensure reports are generated
Support Country offices in the development of templates for collection, analysis and dissemination of security information

Expected Outcomes
Country Office security staff are trained in alignment with current international good practice standards.
Country Office security personnel are applying all current security requirements in accordance with  security policy and procedures.
Country Offices are aligned with all current  security policies and strategies.
Security Relationships of Countries with other NGO’s and relevant partners are established and maintained.
Templates available for reporting on security incidents and briefings for all National offices

Professional qualifications
Relevant undergraduate degree; and/or relevant work experience in the professional security arena.

Minimum relevant experience required
High level computer literacy and knowledge of spreadsheet applications
5 years’ experience in NGO or UN Security Management.
Work experience in high risk area/fragile contexts preferred
Sound knowledge of the security risk assessment process, security & contingency planning and crises management in the humanitarian context.
Understanding of implementing Minimum Operating Security Standards (MOSS), or equivalent
