Security Manager - Libya

NRC has decided that it will open an emergency response in Libya to respond to humanitarian needs of the displaced and conflict affected civilians. In line with NRC’s ambition of being present where needs are, an office will be opened in Tripoli, and most likely a field office in Benghazi. At present, NRC is looking at responding to needs within the following core competencies; Shelter, Education and ICLA. This stage being a start-up, contracts are initially issued for 12 months, with the possibility of extension.


Our Ideal Candidate:

For this position we are looking for someone with a minimum of 5 years’ of experience as a Security Manager in a humanitarian/recovery context to develop and implement the NRC Security Management System at national level.Fluency in Arabic is an asset.

Position Description:
Continuously monitor and evaluate the context (political, social, security and humanitarian situation) for developments affecting NRC operations (PESTEL), including on humanitarian access.
Advise the NRC Country Office on how to plan for and deliver programmes in high risk and/or hard to reach areas, with an aim to maximize assistance, programme quality and duty of care, while minimizing risk and support the practical implementation of this advice. Conducing Security Risk Analysis according to minimum operational requirements (MOSS)
Support the NRC Country and Area Offices / Country Management Group in making strategic, informed decisions related to humanitarian access, with a view to increasing humanitarian access in line with the country strategy.
Expand, maintain and document NRC’s network of relevant contacts through direct liaison as well as strategic support to stakeholder mapping and engagement, in support of the CO.
Management of security staff at country office
Support, training, control and development of security staff in all offices
Prepare reports as required
Communicate and cooperate with relevant external security actors
Train and develop staff in safety and security
