The position is located within the UNODC Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Cairo, Egypt. Under the overall guidance of the Regional Representative, based in Cairo, and the direct supervision of the Global Coordinator (Programme Coordinator - AIRCOP), based in Dakar, the Project Coordinator (Law Enforcement Expert) will be in charge of all substantive and technical aspects linked to the implementation in the MENA countries of the project “Establishment of real-time operational communication between international airports in Africa, Latin America, the Caribbean, the Middle East and Northern Africa” (AIRCOP).

Responsibilities

The Project Coordinator (Law Enforcement Expert) will serve as focal point for AIRCOP in her/his geographic area vis-à-vis other UNODC Sections and Field Offices, as well as external actors. In doing so, s/he will keep her/him abreast of the developments in terrorism, organized crime and illicit trafficking in the MENA region. S/He will liaise closely at operational level with UNODC Regional Office for West and Central Africa (ROSEN), UNODC Regional Office for Central America and the Caribbean in Panama (ROPAN), and relevant Sections at the Headquarters in Vienna to ensure good cross-feeding, as well as with Interpol, the World Customs Organization (WCO), and other relevant regional law enforcement and security forums within her/his geographic area.

More specifically, the incumbent will undertake the following tasks:

•Guide and coordinate the AIRCOP MENA Project Team, composed of one National Project Officer, one assistant and consultants;

•Continuously monitor developments related to terrorism, organized crime and illicit trafficking (of drugs, firearms, human beings and commodities) in the MENA region;

•Liaise with relevant regional and international counterparts at operational level in the MENA region with a view to facilitate the delivery of UNDOC technical cooperation within the framework of AIRCOP and avoid duplication and overlapping of activities;

•Liaise with the implementing partners at operational level to ensure the smooth implementation of the project, especially with regards to their technical input, the organization of assessment mission, training, mentoring, the procurement of equipment and joint operations;

•Liaise with the national authorities regarding the creation of Joint Airport Interdiction Task Forces at the international airports covered by the project in the MENA region;

•Prepare and present to the Global Coordinator annual detailed workplans including estimated budget and attribution of responsibilities;

•Draft inter-agency Memoranda of Understanding with input from relevant field offices and Headquarters Branches and Sections;

•Prepare all correspondence linked to the project in the MENA region and follow up on them;

•Monitor the implementation of the logistical aspects of all activities of the project in the MENA region;

•Ensure the timely delivery of all products foreseen in the project;

•Prepare any substantive documents required by the implementation of the project, notably for Project Steering Committees and annual meetings;

•Assess training and equipment needs at selected international airports;

•When required, represent UNODC at relevant regional or international events in matters related to AIRCOP.

An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work Experience

A minimum of five years of relevant professional work experience in the fields of law enforcement, investigation, police, counter-terrorism, drug and/or crime prevention and control including several years in national or international institutions is required. Project/programme planning and management experience in relevant fields at the national or international level is required. Working experience in a counter-trafficking unit at an international airport is desirable. Field experience in the United Nations system, a similar international or non-governmental organization is highly desirable. Working experience in the Middle East and North Africa region is also desirable.Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Working knowledge of Arabic or French is desirable. Knowledge of another UN official language is an advantage.Assessment
