Job Summary
Resolute Support Security Partner (SYP) Advisor shall training, advising and assisting the planning, resourcing, and execution of large scale effective security campaigns and operations

Principal Accountabilities
Training, advising and assisting on issues related to security in preparation for the Parliamentary and Presidential elections, inclusive of design and development of SOPs and procedural guides.
Attend and support all required meetings, training courses and programs used for Afghan Ministry of Interior (MoI) and Ministry of Defence (MoD) election security planning.
Provide comprehensive written analyses and reports on the concepts and plans produced by Afghan security institutions (ASI—MoI [lead/supported] and MoD [supporting]) as they relate to security, inclusive of comprehending the concepts and plans produced by Afghan electoral management bodies and their implications for the security plans being developed by ASI. Draw on this analysis to inform training, advice and assistance provided to the ASI.
Facilitate coordination between ministerial and staff offices as required to fulfil their respective national security missions.
Provide detailed weekly updates (oral and written) on the status of the election security activities in Afghanistan and advise the Resolute Support mission on better and effective implementation of the electoral efforts in the country where driven by security plans and requirements.
Assist with the archiving of files of translated documents and publications for future reference or until obsolete.
Advise and assist the creation of reports and tracking mechanisms to support future election security planning.
Under no circumstances is the advisor to directly train, advise, or assist the Independent Election Commission of Afghanistan or any other private or government entities outside of the ASI. Also, under no circumstances is the advisor to take actions that could be construed as to influence the results of an election or perform duties that promote free and fair elections, outside of the security assistance to be provided to the ASI.

Possess strong communication and interpersonal skills.
Possess strong organizational and analytical skills.

Experience & Education
Must have Master’s Degree in Military studies, international/development affairs, and or public policy
Must have minimum of 10 years of experience with national security issues, and planning and executing large scale security operations, preferably including security aspects of national level elections.
Experience working with large and diverse stakeholder groups, including international donor organizations
Must have a final (not interim) SECRET Level Security DoD Clearance before deployment and must maintain that clearance.

Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan

Travel
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
