This position is located in the office of the Safety and Security Section of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) under the overall supervision of the Chief Security Officer (CSO). The Security Officer reports to CSO on all security operations as assigned.Responsibilities

Within limits of delegated authority, the Security Officer, may be responsible for the following duties:
•Assists the CSO in the supervision of the Security Units, as assigned;
•Drafts and update security contingency plans for security units.
•Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
•Serves as members of the Security Cells, contributing to implementation and evaluation of the security plan;
•Monitors land emergency evacuation capability; conducts evacuation exercises;
•Assists in the evaluation of accessible areas, maintains tracking systems and assists in the coordination of 24-hour Emergency Response Systems;
•Contributes to security risk assessments for the area of operations;
•Monitors, conducts or coordinates security operations;
•Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders;
•Assists Senior Officers in the briefing to the CSO on the status, activity and requirements of the units;
•Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plans and conducts fire drills and training as necessary;
•Conducts routine physical security inspections of facilities;
•Assumes responsibility for guard force management; monitors and evaluate office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
•Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
•Investigates security-related incidents involving UN personnel, project personnel or eligible dependents;
•Contributes to the identification of gaps in existing capability and makes recommendations for amendment where necessary;
•Assists in planning of escort services for Senior UN Officials, as necessary;
•Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
•Monitors Security equipment and ensures equipment is maintained and deployed in accordance with relevant policy;
•Coordinates issuance of identity cards, background checks and entry controls, as appropriate;
•Sets up and manages warden systems according to policy;
•Acts as Duty Officer within the Security Section, if needed;
•Performs other duties as required.Competencies

•High school diploma or equivalent technical or vocational certificate. Firearms Training Officer (FTO) Certificate for GLOCK pistol required. Firearms Training Officer (FTO) Certificate for MP5; SMG or G36 Rifle is desirable. SSAFE ToT Certificate is desirable.Work Experience

•A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which
•A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
•At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.
•Desirable experience: security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, security logistics in a post-conflict environment, security staffing in post-conflict and multicultural environment.
• Experience in conducting firearms training is required.
• Experience in organizing and conducting SSAFE training desirable.Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (both oral and written) is required, working knowledge of French is desirable.Assessment
