This post is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Under the overall supervision of the Principal Security Advisor (PSA) or equivalent, the Security Training Officer FS-5 reports to the Deputy Principal Security Adviser (DPSA) through the Chief training Officer, on all security operations as assigned.

Responsibilities

Within delegated authority, the Security Training Officer FS 5 will be responsible for the following duties:1. Assists in the management of a Security Training Unit at the mission HQ or in regional offices;2. Contributes for the security training to be delivered for security and non-security personnel;3. Contributes to the delivery and implementation of Competency Based Learning (CBL) modules, lessons and courses as appropriate;4. Conducts Client, performance and Training Gap Analysis as part of the Training Development Process;5. Contributes to the development of dynamic CBL learning Programmes of Instructions (POIs), including training in response to emergency crisis situations; using current training material modules, practical applications, guide books and CBL methodologies.6. Delivers POIs in accordance with the annual security training schedule;7. Conducts competency based evaluations in accordance with requirements stipulated by the inter Agency Security Management System (IASMN) Security Training Working Group.8. Ensures that all venues and logistics required for the training and learning activities are provided;9. Provides information to be included in the security training reports for all learning programmes;10. Provides recommendations to enhance CBL POIs;11. Provides advice, guidance and support on security learning affecting UN personnel mission or regional office wide, as required;12. Assists and participates as a facilitator for security training conducted in other entities of the United Nations Security Management System (UNSMS), as required;13. Participates and assists as a facilitator to the UN DSS standardized programmes of instructions being delivered at the mission level (such as Security Certification Programme, Hostage Incident Management, Close Protection Officer Certification, etc), as required;14. Perform other duties as required.

Education

High school diploma or equivalent technical or vocational certificate. UN DSS certification in any of the following is desirable) and depending on direction taken will be expected for future advancement in this field): - UNDSS Training of Trainer (Tot); UNDSS Security Training Officer Certification Course (STOCC); Safe and Secure Approach in Field Environment (SSAFE) Instructor; Emergency Trauma Bag (ETB) Instructor; Control and Restraint Instructor; Baton Instructor; OC Spray Instructor; Firearm Training Officer; Close Protection Officer Certification (CPOC) Instructor; Mobile Protection Trainer; Static Protection Trainer; Direct Protection Trainer; Security Certification Programme (SCP); Security Analysis Process and Practice (SAPP); Hostage Incident Management (HIM).

Work Experience

A minimum of eight years with high school diploma (six years with a first-level university degree) of progressively responsible experience in the military, police or security management is required, of which at least three years of experience in preparing and conducting Competency Based Learning (adult learning) both in field and formal settings and/or as learning manager in self-paced distance learning systems; Adult learning experience in designing and delivering policy-based training programmes is desired; At least two years of experience and exposure at the international level is required; and at least one year of experience in a conflict or post conflict environment is required.
For this position, a valid Paramedic (EMT-P) certification or higher, and an Emergency Trauma Bag (ETB) instructor rating is required. Prior experience in delivering advanced medical courses is highly desirable (i.e. PHTLS, AMLS, TECC, and ACLS).

Languages

English and French are the working languages of the United Nations Secretariat. For this post fluency in both English and French is required.Assessment
