Patrol Hub Leader , Ukraine

PAE Government Services, under contract for the U.S. Department of State, is seeking applications from well-qualified U.S. citizens for the following position within the Organization for Security and Cooperation in Europe (OSCE):

Requirements include, but are not limited to:


Extensive professional experience in an operational environment;
Management and supervisory experience;
Significant prior experience in relevant fields, in particular, on political and security issues, with a good knowledge of OSCE norms and principles;
Understanding and demonstrated experience with the principles of staff management and leadership, especially in conflict environments;
Ability to establish contact and build professional relations with local counterparts including stakeholders;
Thorough understanding of field operations in the context of the mandate's regional dynamics;
Sound management, organizational and negotiation skills, with the ability to communicate clearly and concisely;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Flexibility and ability to work within limited time frames;
Cultural sensitivity and political judgement;
Professional fluency in the English language;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious background;
Ability to operate Windows applications, including word processing and e-mail.
Experience in working in Eastern Europe and/or knowledge of the region (desirable);
Advanced degree in a management discipline (desirable);
Knowledge of the regional historical, cultural and political situation (desirable);
Previous international work experience and/or experience in field mission (desirable);
Knowledge of Ukrainian and/or Russian language(s) (desirable);
Possession of a Class "C" driving license (desirable);
Experience in off-road driving (desirable)

Tasks and Responsibilities

The selected candidate will be deployed either in Donetsk or Luhansk region.

Under the direct supervision of the Deputy Team Leader, and general guidance of the Team Leader of the Monitors in the assigned Area of Operations (AoO), the Hub Leader is responsible to assist in ensuring that the Special Monitoring Mission's (SMM) mandate is effectively implemented in the Monitoring Patrol Hub AoO, being accountable for the performance of the Monitoring Team deployed to the Monitoring Patrol Hub and for ensuring that human, material and financial resources are managed in accordance with OSCE regulations and SMM policies. Specifically, the Patrol Hub Leader assists in:

Providing overall leadership and management of the Patrol Hub and ensures effective fulfilment of the SMM's mandate; Overseeing all aspects pertaining to operational planning and conducting of monitoring activities on tactical level within the PH’s Area of Operations. This includes, but is not limited to, planning and managing the distribution of human and material resources, overseeing the patrol planning process etc.; Ensuring compliance with OSCE Common Regulatory Management System (CRMS), OSCE Code of Conduct and Staff Rules and Regulations; planning and implementing administrative tasks; Ensuring that appropriate support is provided to representatives of the wider OSCE community, in co-ordination with the Head Office; Representing the SMM within the Hub AoO, ensuring effective co-ordination with other international organizations and liaison with governmental and non-governmental agencies within the AoO; In conjunction with specialist security staff, ensuring the safety and security of all Patrol Hub staff and equipment, and full compliance with SMM security protocols; Ensuring that the assigned tasks are completed and reports (daily, weekly and special reports) submitted to the Monitoring Team within the set deadlines and reporting lines; Contributing to the development of the SMM's policies and practices through: participation in Hub and Monitoring Team meetings, proactively providing feedback on monitoring activities within the Hub AoO and ensuring that a gender perspective is integrated into the Hub team's activities and reporting; Performing other relevant duties as requested.
