Offshore Project Security Coordinator

Location: West Papua, Indonesia, Indonesia

Job Description:
Based on site at in West Papua reporting to the Project HSSE Manager and Country Security Manager.
Constantly monitor and update the Project Security Threat Analysis and Risk Assessment.
Implementation, management and leadership of the Security Management Plan at the onshore site, offshore site(s) and project satellite facilities.

Manage, support and coordinate all SUBCONTRACTOR and third party security operations guaranteeing they meet CONTRACTOR and COMPANY minimum requirements and standards;
Management and coordination of security subcontractor operations following the project SMP and SOP's. Controlling and coordinating the deployment of all security subcontractor manpower and assets to ensure all security threats and risks are adequately mitigated (ALARP). Review all security subcontractor standard operating procedures, general orders and post orders and monitor their implementation.
Manage, coordinate and maintain the deployment and installation of all security assets, resources, infrastructure and equipment.
Liaise with other CONTRACTOR security teams to coordinate and manage all site access control and Identification cards;
Carry out regular security awareness training and campaigns through the delivery of toolbox talks, email alerts, flyers, posters and dedicated training sessions.
Report and investigate all security incidents. Where necessary forming joint investigation teams with COMPANY and other CONTRACTOR's. Ensuring all lessons learned, remedial and additional risk mitigation measures are fully implemented on time.
Carry out weekly site security drills and exercises to test the security subcontractor and CONTRACTOR security emergency response procedures.
Manage and coordinate all CONTRACTOR logistics services required to support the security activities.
Carry out regular security post and site inspections, ensuring any shortfalls, gaps, vulnerabilities or emerging threats are identified and all remedial and additional risk mitigation measures are fully implemented on time.
Support the installation, set up and running of the project Emergency Coordination Centre (ECC - site).
Coordinate all security response actions in the event of an emergency supporting the site manager (incident manager) during level 3 emergencies and crisis situations or activation of the ECC.
Carry out daily liaison with the COMPANY Security Team Leader, Coordinator and Operations security team.


Requirements:
Must have a minimum of Bachelor's degree education:
Must hold a recognised security and/or risk management qualification (military/police/civilian);
Must have at least 5 years military experience followed by 3 years private sector security management experience;
Or at least 10 years private sector security management experience with recognised security qualifications;
Preferably has oil and gas industry safety and security management experience but strong corporate or minerals security management experience is acceptable;
Must have offshore maritime security experience and preferably an International Ship and Port Facility Security (ISPS) Code qualification or at least a working knowledge;
Must be self-disciplined and able to manage and prioritize their own work time, activity and goals;
Must have a good level of written and spoken English, confident and able to communicate effectively with all levels of management, clients, local communities and government officials and security forces;
Must be a team orientated manager capable of working in a multi-cultural and diverse workplace;
Must have experience of living and working in arduous site conditions on rotations;
Must have experience in emergency and crisis management planning, coordination and response;
Preferably have experience working in West Papua or Papua provinces or other indigenous areas;
Must have experience in designing, writing and implementing security standard operating procedures;
Should have experience training security personnel in security SOP's and emergency response and company personnel and subcontractor personnel in security procedures and awareness;
Should have a working knowledge of the Voluntary Principles on Security and Human Rights (VPSHR);
