Job Summary:

Lao PDR is a landlocked country situated in Southeast Asia, All 17 of the country’s provinces still suffer from UXO contamination. More than 90 per cent of people living in these areas live in fear of UXO. Lao PDR is the most bombed country in the world per capita, with more than 270 million cluster sub-munitions dropped on it during the Vietnam War from 1963 to 1974. The National Regulatory Authority (NRA) regulates the UXO sector in Laos. Handicap International (HI) has developed a good relationship with the NRA as of today. A MOU will be signed for the period 2018-2020 between the NRA and HI

Laos is historically one of the first HI’s missions at the creation of the organization. Mine Action projects were initiated in 1996, run by Handicap International Belgium until 2011. In January 2012, following the creation of the HI Federation, the mine action activities were taken over by the Mine Action Direction in Lyon, and were managed at HQ level by the Humanitarian Action Division until December 2016. As of 2017, with a merge of the HI development and humanitarian divisions, the UXO Programme has been managed by the Development Action Division under Brussels

Commencing January 2018, the UXO Programme will be established in Houaphan Province. The programme aims to reduce the humanitarian and socio-economic risk posed by UXO on rural livelihood in Houaphan Province, Lao PDR, through a comprehensive approach of Survey and UXO Clearance, Risk Education, Behavioural Change Interventions and Victim assistance.

YOUR MISSION:

As HMA Coordinator, you manage all operational aspects of HI UXO programme in Lao PDR, under the line management of the Country Director. You work in close collaboration with the Head of Base and the UXO Chief of Operations, as well as with other Project Managers and project partners for the purpose of providing a comprehensive approach to address the UXO problem in Lao PDR

In this framework, your responsibilities are the following:

· To launch and implement the UXO Programme in Houaphan Province and ensure coordination with other services

· To engage in fundraising initiatives and proposal development.

· To represent HI within the UXO sector in Country

· To accompany HI staff in receiving refresher training on a regular basis and have capacity to achieve the goals of the programme

· To have progressively a key role in the Mekong Program (Laos, Cambodia and Vietnam) as an Adviser and as seeking potential added value for HI in HMA sector

YOUR PROFILE :

· Higher education (through a degree and/or equivalent professional experience) in social sciences, management or other discipline related to the profile

· At least 5 years Humanitarian Mine Action (HMA) experience, implementing and developing HMA projects.

· Demonstrated experience in writing proposals and obtaining funding for these proposals.

· You know and like working with multicultural teams in various sectors – you show excellent communication & interpersonal skills and ability to establish relationships with people from various backgrounds

· Experience of managing remotely due to geographic distance

· Excellent English speaking and writing skills;

· A first experience of work in South-East Asia region would be an asset

CHARACTERISTICS OF THE POSITION :

Vientiane, the capital city of Lao PDR, is a safe and peaceful city to work and live. International staffs based in Vientiane enjoy lots of opportunities for leisure activities, to socialise and meet other expatriates.

Sam Neua, and Houamouang district in Houaphan Province, is the operational base from which the UXO project will be implemented from January 2018. You will be required to travel to Houaphan on a monthly basis. It is a 12-hour drive North of Vientiane. There are some flights also which may be possible to take, weather and schedule permitting.

Sam Neua is a safe and pleasant provincial capital, but with little entertainment besides a few local restaurants and shops. International staff initially will be accommodated in a clean but basic hotel and later in office/staff guest house accommodation. The Houamaoung base will be located 60km from Sam Neua in a large compound where the support and operational teams will be based and live. Houamouang is remote and mountainous with little facilities aside a local market and few shops.

In regards to the regionalization of the Program (Mekong Program linking Laos, Cambodia and Vietnam), the HMA Coordinator might have (to be defined when) to travel on a frequently basis to Cambodia and Vietnam.

CONDITIONS:
· Starting date : 1rst of January 2018
· Length of the contract:** 12 months with possible extension pending on funding opportunities

Salary from 2757€ gross/month regarding the experience of the candidate
Perdiem : 669€ net/month
