Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office and the participating States. It groups horizontal services such as Executive Management, Communication and Media Relations, Legal Services, External Co-operation, Security Management, Gender Affairs, Conference and Language Services and Central Records Management, and oversees the Prague Office. The OSG also ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General.

The OSCE Security Management System ensures the security, safety and well-being of OSCE staff while carrying out their work. Security Management serves as the clearing house for all security-related issues, it defines the Organization's safety and security policy and standards and it supports the Organization's security managers in meeting their responsibilities. It also maintains contact with host authorities, as well as with partner organizations and embassies, on all security-related matters and participates actively in the Crisis Management Team and the Security Management Committee. Security Management currently comprises seven staff members.

Tasks and Responsibilities


Under the direct supervision of the Head, Security Management, the incumbent will function as the OSCE Secretariat's main technical and operational support for field-security issues relating to the Special Monitoring Mission to Ukraine (SMM), providing support and assistance to SMM security as required. While part of the Security Management/OSG, the incumbent will act as liaison and provide a link between Security Management, the Conflict Prevention Centre (CPC) and the SMM. More specifically, he/she will be tasked with:
Functioning as the Secretariat's main technical support on SMM Security Issues;
Traveling to the SMM to provide technical and operational support as required;
Reviewing and providing feedback on SMM Security Risk Assessments;
Assisting and supporting the SMM in meeting their security responsibilities;
Serving as a member of the Secretariat Security Management Committee and the Crisis Management Team;
Maintaining continuing lines of communication with the Mission Security Officer in Ukraine, providing backup guidance and assistance;
Carrying out security assessment missions as directed by the Head, Security Management to ensure implementation of security policies and guidelines;
Submitting the reports on findings/recommendations of those missions to Head, Security Management;
Following up on the implementation of recommendations;
Reviewing all mission security and emergency plans, and providing feedback to improve these, if necessary;
Based on the nature of findings, advising the responsible staff on site regarding technical issues requiring immediate action for improvement;
Assisting the OSCE Situation Room in its SMM security-related activities and particularly during crises and situations impacting staff safety and security;
Performing other related duties and assignments as required.
