Your Typical Day
As Field Security Officer (reporting directly to the most senior UNRWA official in Lebanon – the Field Director, and reporting to the Senior Field Security Officer in Gaza), on a typical day you may:
Perform daily coordination and management tasks relating to safety and security of the 3,000 UNRWA front-line staff, who are servicing more than 450,000 Palestine refugees in a challenging security context;
Lead, manage and coordinate the members and tasks of the Field Security and Risk Management Office under your supervision;
Meet with area staff members in the front-line; provide training and capacity building to front-line staff.
Plan, prepare and respond to operational safety and security challenges, and facilitate UNRWA’s operations;
Meet and coordinate with UN, NGO and government representatives to discuss the changes in the security context, and discuss, design adapt and implement all necessary security risk management measures to protect UNRWA front-line staff.
Lead the response to security incidents and make sure that area staff are provided with immediate support; coordinate with the field legal and human resources management teams; report and provide guidance to the Field Director and his/her team.
Meet with the senior management team and develop the Field Security and Risk Management workplans and budgets;
Manage and oversee the Field Security and Risk Management Office finance, human resources and performance management issues in line with the UNRWA Regulatory framework;
Liaise with the head of the Operations Support Officer programme, to coordinate to operations related to the protection of beneficiaries;
Liaise with the Agency’s Director of Security and Risk Management and the UN Department of Safety and Security in the Field, when required.

UNRWA offers an attractive and competitive compensation package including annual salary starting at $58,583 net tax free, plus post adjustment of 50.5% for Lebanon and 53.6% for Gaza (subject to change without notice) and additional benefits and allowances (if eligible):
dependency allowances – net payments (for spouse and children)
rental subsidy – net payments
education grant – net reimbursement of large portion of actual costs for children’s education
home leave travel – regular visits to your family or home country
pension fund entitlements – under the UN Joint Staff Pension Fund, a highly successful pension funds scheme limited only to UN staff participants;
comprehensive health insurance, and optional life insurance;
disability protection;
6 weeks (30 working days) annual leave.
Additional benefits available to staff working in Gaza:
Hardship allowance – net payment
Non-family service allowance – net payment
Rest and recuperation leave every 8 weeks (subject to change without notice)
Family visit travel – alternating with home leave to visit your family

To be considered for this role you will need, at a minimum:
A university degree preferably in political science, international relations, humanitarian law, human rights, conflict studies, social sciences or international law with a focus on security and risk management;
A minimum of six years of progressively responsible experience in security management with the UN Security Management System (UNSMS) or International Organization (IO) Security Management or International Non-Governmental Organization (INGO) Security Management and/or experience in police or military;
Progressively responsible practical experience at the Field/country level in moderate to high risk security environments within UNSMS, IO security management, INGO Security Management;
Fluency in spoken and written Arabic and English.
A stand-out candidate will also have:
Advanced university degree in a relevant discipline such as political science, international relations, humanitarian law, human rights, conflict studies, social sciences or international law with a focus on security and risk management;
Additional technical certification in relation to security and risk management such as security management, community security, civilian-military coordination, human rights and protection, close protection, counter-terrorism, intelligence management, hostage management, operational planning and investigation, crisis management and emergency or disaster planning
Senior Staff College (military or police) training;
Additional management, programme and project management qualifications;
Knowledge of UN field security operations/ UN Field Security Coordination Officer/Adviser or INGO Security management experience;
In possession of UN Security Certification Programme (SCP) certificate;
Knowledge of UN policies, procedures and operations relating to security;
Familiarity with UNRWA, its mandate, programmes and delivery modality
Knowledge of humanitarian operations, humanitarian, human rights, and/or international refugee law.
To be a successful candidate you will need the following core competencies (these are the drawn from the UN competency framework and will be used to assess your candidacy):
Demonstrated competence in management, problem solving skills and excellent interpersonal and supervisory skills;
