The position is located within the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO) in the Security Section in Jerusalem. The Security Officer at FS-4 will report through the Close Protection Team Leader to the CSO.Responsibilities

Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:
• Assists the CSO and Close protection Team Leader in the supervision of a Security Unit, as assigned;
• Drafts and updates security contingency plans for a security unit.
• Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependants on security issues;
• Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan;
• Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
• Assists in the evaluation accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System;
• Contributes to security risk assessments for the area of operations;
• Monitors, conducts or coordinates security operations;
• Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders;
• Assists senior Officers in briefing to the CSO on the status, activity and requirements of the unit;
• Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary;
• Conducts routine physical security inspections of facilities;
• Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
• Provides advice and training to UN personnel and eligible dependants on security matters, as assigned;
• Investigates security-related incidents involving UN personnel, project personnel or eligible dependants;
• Contributes to the identification of gaps in existing capability and make recommendation for amendment where necessary;
• Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
• Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
• Sets up and manages a warden system according to policy;
• Acts as Duty Officer within the Security Section, if needed;
• Assists in planning of protective services for Senior UN Officials, as necessary;
• Conducts close protection operations for Senior UN Officials as outlined in the UN close protection policies and guidelines
• Remains vigilant and alert in case of threat to the Senior UN Officials;
• Maintains effective and efficient security coverage for the working office and when assigned at the personal residence of the Senior UN Officials;
• Conducts advance work and implement pre-established security arrangements;
• Contributes to pre-deployment briefings;
• Operates all close protection equipment to ensure equipment readiness
• Performs other duties as required.

Work implies frequent interaction with the following:
• Mission leadership and other United Nations Officials;
• Security personnel operating in the mission’s area of responsibility;
• Project Managers and other personnel;
• Host Government officials and local law enforcement personnel.

• High school diploma or equivalent technical or vocational certificateWork Experience

• A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which
• A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
• A minimum 2 years of progressively responsible experience in close protection with a national, private or international security organization is required.
• Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required;
• UNDSS Close Protection Officers Course (CPOC) or equivalent Close Protection Course is a requirement;
• At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.
• Working Experience in the Middle East is an asset;
• Desirable experience: security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, security logistics in a post-conflict environment, security staffing in post-conflict and multicultural environment.

Other:
• UN DSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Security Investigation.Languages

English and French are the working languages of the Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantageAssessment
