We are now looking for a dedicated and experienced Security Manager to coordinate the implementation of the security systems of NRC in DRC.The SM leads and monitors the implementation and compliance of NRC security risk management framework, and reduces risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organisation, beneficiaries and assets. The SM undertakes regular missions in the field and provides technical support and security advice to the Area Managers (AM), identifies security conditions that are specific to the geographical areas where NRC intervenes and security factors that impede access to the beneficiaries.
The Security Manager is a member of the Country Management Group and reports to the Country Director.
Job description
Development and implementation of the NRC Security Management System at national level
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
Minimize security risks to the operations of NRC
Management of security staff at country office (National office SC)
Support, training, control and development of security staff in all offices
Prepare reports as required
Communicate and cooperate with relevant external security actors
Train and develop staff in safety and security
Provide technical assistance to AMs within the CO
Contribute to the design, implementation and compliance to NRC Security Management System in (Country), and support the CD in assessment/analysis of politico-social-economical-security information.
Coaching of the Security coordinator
Actively participate to the CMG and CMT
Advice the CD, and act on the CD’s behalf in implementation of effective mitigating safety and security measures
Quality assure that a minimum level of individual and organizational duty of care is sought by establishment of an adequate crisis management preparedness organization
Ensure NRC operations in country are NRC MOSS compliant, adapts and introduces contextual relevant SOP’s and contingency plans
Contribute to establishment and uphold of Country operations red lines and risk tolerance.
As result of security risk assessments, provide input to country strategy on security risk related budgeting
Produce regular weekly report and update in collaboration with country security focal points, quarterly report on country security management, including analysis, new threats, responses and vulnerabilities.
Coordinate the DRC security documents consolidations (Security plan: Evacuation, medical contingency plan).
Provide security training where it’s needed to the staff.
Qualifications
Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver’s license
Knowledge of the context in the Grand lac region and DRC
Fluent in French and English.
Experience in very tense security context.

Contract period: 12 months

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
