We are looking for a dedicated and experienced Security Adviser to to coordinate the implementation of the security systems of NRC in CAR. The SA leads and monitors the implementation and compliance of NRC security risk management framework, and reduces risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organisation, beneficiaries and assets. The SA undertakes regular missions in the field and provides technical support and security advice to the Area Managers (AM), identifies security conditions that are specific to the geographical areas where NRC intervenes and security factors that impede access to the beneficiaries.

The programme portfolio includes all five core competencies of NRC.

The Security Adviser is a member of the Country Management Group and reports to the Country Director.

Job description
Development and implementation of the NRC Security Management Policy at national level
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
Minimize security risks to the operations of NRC
Management of security staff at country office
Support, training, control and development of security staff in all offices
Prepare reports as required
Communicate and cooperate with relevant external security actors
Train and develop staff in safety and security
Provide input to Country Strategy and Plan of Action
Member of Country Management Group
Responsible for the implementation of the security risk management policy of NRC in CAR;
Conduct assessment of and analysis on the context in NRC’s geographical area of operations and be able to advise country management on the potential impact on access to beneficiaries

Qualifications
Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English is essential, both written and verbal
Valid driver’s license
Knowledge of the context in Central African Republic
Capacity in Songo (local language) is an asset

Salary/benefits: According to NRC’s International general directions and free housing of moderate standard.
Duty station: Bangui, with 60% travel to field locations - Bangui is a non-family duty station
