Background Information - Job-specific

UNOPS Asia Region are engaged in a number of police and justice programmes working closely with National Police and Justice Institutions, donors, civil society and multi-lateral institutions.
UNOPS Programmes often involve the intersection of Ministries of Interior, Home Affairs, Justice, Security, Borders, etc. Along with interlocking elements of;
Community-level awareness-raising about laws and services, and the facilitation of dialogue with state institutions;
Modernization and context-specific facilities and equipment for better public service delivery by state institutions and;
Improved institutional systems of resource utilization, performance management and oversight.
Programmes are required to be holistic across hard (facilities and equipment – F&E) and soft (capacity and skills development, police-public partnerships, community awareness-raising and social development etc.) elements. Institutional beneficiaries (Local Police Services and targeted state/non state organizations) should be able to better service communities who will have a greater access to, and awareness of, the services proposed. Long term results of UNOPS programmes are generally required to centre on the security and access to justice experienced, and perceived, by the poor and traditionally excluded, through improved delivery of service to the communities, increased level of awareness of services offered and thereby improved access. Disaster resilience and climate change considerations will also be cross-cutting priorities across projects in the region.

In order to appropriately advise, develop and review such programmes, UNOPS intends to recruit a Senior Police Advisor on a retainer basis.

Under the supervision of the Regional Director UNOPS Bangkok or his designate, the incumbent will be responsible for providing strategic advice and support with Security and Justice (S & J), Security Sector Reform (SSR) and Policing programs to the Region and applicable Country Offices within the Region.
Functional Responsibilities

Under the supervision of the Regional Director or of a designated delegate, as assigned by Regional Director, s/he will:
Provide strategic advice and technical assistance to the Regional and Country Office programs related to Security and Justice, SSR and Policing.
Provide expert advice on how the program/ project intervention fits into wider security and justice system of the country.
Support Regional and Country Offices with the development of business cases, situational and political economy analysis, as required, related to Security and Justice, SSR and Policing.
Support Regional and Country Offices with the design of programs and project interventions related to Security and Justice, SSR and Policing.
Provide ongoing technical assistance to the country programs which are already being implemented by UNOPS.
Support identification of and engagement with actors and stakeholders involved in the Security and Justice, SSR and Policing sectors within the Region and relevant countries, for the purpose of sharing reform initiatives, best practices and lessons learnt.
Provide technical assistance to strategic planning, capacity development and performance management components of the relevant country programs.
Coordinate between Security and Justice, SSR and Policing programs and project interventions being implemented within the region on bilateral and multilateral basis
As required, provide strategic advice and technical assistance with the design and implementation of monitoring frameworks and conducting evaluations for relevant programs and project interventions.
Provide feedback to the country programs on the observations of progress of the work on an agreed basis and share issues and concerns that may need executive action and decision.
Participate and represent UNOPS Regional Office in national and international forums as directed.
Reporting Requirements:
The consultant will report to the RD or CD as required
Provide support in preparation of the reports and proposals as required

Proficiency in Microsoft Office, in particular Word, Excel and PowerPoint
V. National ownership and capacity
Understanding the principles of the Paris Declaration on aid effectiveness and mainstreaming these into project plans
Ability to identify and implement effective and sustainable capacity development for local and regional counterparts
Harmonization within the UN and beyond
Understanding the UN Development Assistance Framework (UNDAF) and UNOPS
Know the Sustainable Development Goals (SDGs) and seek to contribute within the deliverables of the project
Education/Experience/Language requirements

I.  Education
Advanced University degree(Master's or equivalent) in Social Science, Political Science, Administration, Governance, Law or an equivalent degree in related fields is required.
Bachelor degree in related discipline in combination with additional 2 years of relevant work experience may be accepted in lieu of an advance university degree.
II. Work Experience
At least 7 years of relevant technical working experience in Policing or Security and Justice Sectors in Asia region is required.
5 years of international experience in similar field would be desirable.
4 years of proven experience in engaging with high level stakeholders including senior government counterparts is required
3 years of proven experience in coordinating/supporting complex security and rule of law projects with multiple stakeholders is required
Experience in coordinating Bilateral and multilateral agencies to implement Security and Justice projects in the countries is desirable
Experience in evaluation, mentoring and coaching will be an advantage
Strong communication and presentation skills, including the ability to write technical reports and prepare and present concise reports in English;
III. Language
Excellent command of English language is required
