Project Manager - Mosul Emergency Response - Iraq

Handicap International (HI) started its activities in Iraq in 1991.
HI’s strategy in Iraq for 2016 includes 3 main components:
-Long-term development projects: support to civil society, access to services for persons with disabilities, community-based rehabilitation
-Emergency response for Internally Displaced Persons, returnees and vulnerable host communities
-Mine Action: risk education, victim assistance, survey and clearance of contaminated areas

HI has currently five offices in Iraq:
Erbil coordination office
Kirkuk field office (covering Kirkuk governorate and Tuz Khurmato district)
Khanaquin field office (covering Diyala governorate)
Suleymaniyeh support/operational office
Erbil field office (covering Ninewa and Erbil governorate)

For the Mosul response, HI started to implement in November 2016 the following activities:
Risk education / risk awareness on CWs and IEDs for IDPs in and out of camps as well as host communities where relevant
Psychosocial support activities for IDPs and/or returnees
Support to hospitals and rehabilitation centres, through donations of equipment and consumables and/or through trainings
Emergency Rehabilitation services for people with functional limitations

MAIN RESPONSABILITIES OF THE EXPATRIATE

1/Operations

-Implementation and management of physical rehabilitation, psycho-social support and risk education activities
-Supervision and management of the HI operational team under his/her responsibility
-Monitoring of the result achievements and indicators, as per the logical Framework
-Ensuring the respect of quality and technical standards in the implementation of the activities, in collaboration with the Technical Unit
-Contribution to the definition of the strategy of intervention and the operational modalities in the area of intervention
-Monitor the humanitarian situation, assess new potential area of intervention and monitor and document protection concerns

2/Representation and external coordination

-Representation with relevant local authorities (Directorate of Health for instance)
-Participation in local coordination meetings and networking with UN agencies and NGOs (Health working group, protection working group, etc.)

3/Support services (Logistics, admin, HR)

-Monitoring of the financial and logistics aspects of the activities and the respect of HI procedures, in close collaboration with the admin and log departments
-Management of the operational budget for the activities
-Recruitment and induction of the operational team with the support of the HR department
-Supervision and management of the HI Operational team under his/her responsibility (ensure IAPs are done, Appraisal, disciplinary measures taken when necessary)
-Coaching and training of the local HI team, in collaboration with the other members of the coordination team
-Propose relevant adaptation of the organizational chart of the activities, etc.

4/Reporting

Specifities:

Base: Erbil with frequent field movements in Makhmur District and the Ninewa Governorate Line management: Field Coordinator Collaboration with: Technical Unit Coordinator, Technical Coordinators (PSS, Risk Education, Inclusion, Rehabilitation), Logistics and Administrative coordinators, Mine Action Chief of Operations In charge of: team of around 30 persons (project officer, physiotherapist, outreach worker, psychosocial worker, psychologist, database officer/assistant)

Required:
At least 4 years of professional experience in humanitarian / emergency contexts
At least 2 years in management of humanitarian projects
Experience in projects with rehabilitative care, psycho-social support and/or risk education is a strong asset
Previous experience of opening of project
Good understanding of HR, logistics and financial procedures
Strong team management skills
High level of autonomy and initiative
Strong internal and external coordination and representation skills
Strong organizational skills
Strong interpersonal and intercultural skills
Strong writing and reporting skills
Ability to work under high pressure

Desired:
Experience in projects with rehabilitative care, psycho-social support and/or risk education is a strong asset;
Experience in Iraq and/or in other Middle Eastern countries is a strong asset
Previous experience with Handicap International is an asset

WORKING LANGUAGE: English. Knowledge of Arabic and/or Kurdish (Sorani) would be an asset.

Condition:
Status: salaried contract according to the experience (from 2200 euros gross)
Perdiem: 513€/month (paid in the field in local currency)
Hardship allowance: 250€/month Start: ASAP
Duration: 6 months with possible extension
Living conditions: guesthouse shared with other expatriates (no charges)
Security conditions: low level of insecurity in Erbil, intermediate level of insecurity in Makmur and Ninewa plains
