Armed Violence Reduction Technical Advisor, 10-months contract

The Technical Resources Division provides the methodological framework of our programs. Its 6 Units ensure essential technical support to our teams worldwide.

CONTEXT: Within the Technical Resources Division, we are currently recruiting a Technical Advisor on mine action and armed violence reduction. This position covers a maternity leave of 10 months, and is based in Lyon (France) with frequent travelling worldwide.

OBJECTIVES OF THE POSITION: Under the direct supervision of the Head of the armed violence reduction technical unit, the technical advisor will be responsible to provide on time an adequate technical support to our field staff and missions worldwide as well as to support the development of new and innovative methods and tools in the area of mine action and armed violence reduction. The main tasks and responsibilities will be:


To support the strategic development of HMA/AVR programmes and projects


Contribute to the AVR Technical Unit strategy development and implementation


Ensure the smooth cooperation with the Operational Divisions


Support exploratory missions led by the Operational Divisions


Collect and analyze relevant data to support project design and dissemination


Support the project design and proposal writing and provide effective technical support


Support reports‘ writing, as well as project documents and tools validation


Identify research leads for relevant thematics; design and conduct research


To ensure quality assurance, control and evaluation


Ensure quality and coherence of the HMA/ AVR projects according to HI’s standards and methods


Continuously improve and update data collection tools and methods


Oversee the process of Needs Assessments, Baseline Studies and Impact Assessments


Ensure strong and coherent data management, monitoring and evaluation


Carry out regular field visits to monitor and advise the field staff in programme/project delivery


Carry out evaluation of programmes/projects


To ensure capacity development, networking and external relations


Support HR recruitment and talent management


Ensure HI’s field staff are well trained and have the relevant skills and capacity to deliver projects efficiently and effectively


Deliver quality training courses


Promote and support the capacity development of HI’s partners


Represent HI at conferences/ workshop and in various professional meetings and international working groups;


To ensure Knowledge Management


Support the process of the technical unit becoming a clearing-house for relevant up to date and useable data


Promote and disseminate data where & when appropriate, both internally within HI and to relevant external stakeholders


Promote capitalization , guidelines/ publications and disseminate produced documents


Provide technical support to ensure that HI is able to articulate and document relevant best practices


Ensure consolidation of success stories, which can be communicated externally

PROFILE REQUIRED:


You have ideally a university degree in security issues, or international development


You have at least 5 years of experience in programming and/or technical support in the areas of community safety, conflict prevention/resolution, social cohesion, peacebuilding, small arms control and/or stability


You demonstrate at least 3 years of prior experience in staff mentoring, coaching and/or training


You master in project design/writing and project management


You are an innovative and creative thinker


You have developed strong liaison, education and communication skills (oral and written)


You are fluent in both English and French (written as well as spoken)

CONDITIONS OF THE POSITION:
Type of contract: Fixed term contract of 10 months starting March 2017
Wage : from 2350 € gross salary, and more according to profile and experience

39 hours a week with 22.5 days off (for time reduction) to take in a year, in addition to 5 weeks of annual leave
