Security Advisor – Split Post Initiative

In order to support the vital work of our teams on the ground and to ensure the continuity of our programmes and the safety of our staff, we are seeking a professional security presence in Baghdad. In recognition of the importance of this role and the high demand on its incumbent, NRC is introducing a pilot scheme which will see two Security Advisor working on rotating 6 week cycles between the duty station and their place of home leave.

Our Ideal Candidate is:

A University Graduate in a relevant discipline (Security, Risk & Crisis Management or similar), a seasoned professional with an analytical mind, who can gather information from strong networks they build and maintain. An individual with significant political and cultural awareness and experience working in settings where insecurity is a major issue. Additionally, we are looking for a professional with proven experience liaising with civilian and military government authorities as well as with regional, national and international institutions. A demonstrated leader with strong management skills, it is vital that the incumbent is familiar with the context in Iraq. The Security Advisor roles will work under the supervision of the Country Director of NRC Iraq, and the guidance of the Regional Security Advisor in Amman.


Job Profile Overview

Responsible for the design and implementation of the NRC Security Management System in Iraq and assist the CD in strategic analysis of politico-military information.
Contribute to the fulfilment of the aims and objectives for NRC presence in Iraq
Advice the CD in implementation of mitigating Security measures.
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS) outlined in the NRC security instructions, or as situations require, and as a result enforce to minimize the risk to the operations of NRC.
Together with CD ensure NRC operations in country are MOSS compliant

Establish and manage a sustainable security system to NRC standards

Develop capacity within the security department and country organization

Quality assure implemented security system

Advise CD on all security related matters

Be part of the country management team
Conduct training on all levels in the organization
Produce short and long term assessments and projections related to local power structures and relevant dynamics
Be the security focal point towards the Main Office in Oslo regards reporting and implementation of the main office security instructions
Advise the CD and other relevant staff about Security developments
Monitor the evolving humanitarian situation in the project regions and consider strategic and immediate responses.
Undertake regular travel to field sites
Collect and exchange information with all relevant bodies (UN, NGO, authorities etc.)
Liaise on security issues with relevant external actors
Monitor, maintain and review security and safety structures, SOPs and operational guidelines
Develop and review communication procedures and protocol
Develop and supervise briefings, seminars and training for staff
Produce regular reports on security

Duty Station and Living Conditions

These Positions are based in Baghdad, with extensive travelling to field offices including Erbil and Dohuk in the Kurdistan Region (KR-I).

Iraq is a non-family duty station.

Baghdad is a high risk environment according to NRC risk grading system of field operations. In Baghdad, NRC maintains limited freedom of movement, with limited recreational and social facilities. In Baghdad staff are obliged to comply with minimum operational security standards (MOSS) that will severely limit their freedom of movement both during and after work.

Staff will have their own bedrooms, but share communal cooking and washing facilities. Electricity is available continuously by means of generators as required.

As this will not be a full time role, each Advisor will receive benefits and entitlements at 75% of a full time Security Advisor role, with paid flights home at the end of every rotation.
