Safety and Security Manager

Contract length: 12 months

The role
To assist the Risk Management Director to reduce the risks posed to the programme personnel and assets of all national and international Save the Children staff and their dependants in Lebanon through the provision of specialized, coordinated and focused security management support , through maintaining and further developing existing safety and security management systems and procedures, and developing further overall organizational capacity in staff training and crisis management; to support Country Offices' security management improvements consistent with Save the Children standards for safety and security; and conduct security assessments; provide training and orientation for staff, analyse incident reports and security updates, provide direct safety and security management support in emergency response staff and respond to related inquiries.

This role will include on-going threat assessment and advising on security risk management; the maintenance of appropriate guidelines; and ensuring that field working practices are robust and that all staff are aware of, trained on, and adhere to these policies and procedures. Integral to the posting is the ability to work successfully with field teams to cultivate capacity and motivation, thereby ensuring field-based responsibility for security analysis and management. Adding the capability of networking with other humanitarian NGOs and main foreign embassies' security focal points as well as field community leaders in order to facilitate and secure Save the Children's field missions and operations.

Qualifications and experience
Bachelor's Degree in a related field or at least 5-7 years comparable related experience;
Substantial experience in non-profit organisations with int'l humanitarian assistance programs including supervisory and overseas work experience;
Substantial security management experience in int'l humanitarian, military or police setting.
Advanced level of understanding of various communications technologies, including VHF and HF radio systems, satellite phones, cell phones, etc.
Solid training skills and the ability to develop and implement successful training sessions;
Solid organizational skills:
The ability to be flexible and work well under pressure in a fast-paced team environment;
Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems;
Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination;
Resourcefulness and creativity in developing the role of security within the programme and ensuring the most effective support to line management;
Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
Strong communication, people management and interpersonal skills in English and Arabic, with experience in leading multicultural, , values driven teams;
Willingness to work and travel in often difficult and insecure environments;
Commitment to Save the Children global policies and values.
Valid Driving Licence
