PTL Watch Stander III (OCONUS)

Overview:
The Personnel Tracking & Locator (PTL) Watch Stander 3 (OCONUS) (OWS3) tracks and reports all off-compound Embassy travelers to RSO or ARSO using a proprietary PTL software tracking system. The PTL OWS3 provides information on travel notifications, restrictions and travel requests to RSO/ARSO as needed. The PTL OWS3 conducts PTL training to ensure personnel are mission-ready and maintains traveler database as required as well as identifies and clarifies issues related to program or Embassy requirements/needs. The PTL OSW3 tracks advancement in the field and accurately projects potential impacts on assigned missions and may be required to monitor the environment with particular emphasis on areas occupied by COM personnel and potential impact to the security of personnel. The PTL OSW3 maintains direct contact with military and civilian counterparts with particular emphasis on areas occupied by COM personnel.

Primary Responsibilities:

Must demonstrate a mastery of technical skills, and provides all levels of technical support for the PTL software, hardware, Crypto, and Satellite communications gear at his/her station. Must be able to build out an entire PTL workstation from the factory boxes and can install a full PTL station anywhere in the world. The PTL OWS3 is
responsible for reporting emergency activations and other anomalies to the designated government personnel. Considered a subject matter expert by other Diplomatic Security (DS) personnel. Must maintain a high standard of personal behavior and bearing in order to keep that respect and instill confidence in the PTL program. The PTL OWS3 must provide support to Watch Standers on duty worldwide when they experience technical difficulties. PTL OWS3 personnel are also assigned to be ON-CALL for emergency support and must hold themselves to a high standard to meet this responsibility on and off-duty. The PTL OWS3 will train PTL personnel and external personnel on use of PTL tracking devices and PTL tracking software. This will also entail training PTL OWS2 co-workers to a higher degree of technical and operational capability. The PTL OWS3 must have successfully passed the Level 3 Watch Stander exam.

Supervisory Responsibilities:

Provide guidance and supervision to PTL teammates.

Education and/or Experience:

Must have moderate technical skills (Microsoft products, PC basics, hardware basics); operational, operational support, or emergency management experience; and professional bearing, appearance, and verbal communication skills.
Knowledge, Skills, and Abilities:

Requires strong PTL software troubleshooting skills and operations support skills.
Must possess a mastery of PTL Tracking Devices (nomenclature, setup, troubleshooting); PTL tracking software; and PTL incident documentation.
This position requires attention to detail and ability to memorize and recite 6-character strings without fail; an understanding of State Department protective Operations; and an understanding of satellite technology.
Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner.
Must demonstrate a good attitude and ability to work as a member of a cohesive team.
Must be able to multi-task efficiently and have strong attention to detail.
Must possess excellent writing and verbal skills.
Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office, SharePoint).
Physical Demands:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.

Travel:

This position is deployed up to 90% of the calendar year in high-threat areas, in multiple locations (not one specific area). Domestic travel may be required for training and program coordination. May be required to spend several months in the Washington D.C. metro area for training and PTL support duties prior to departure to assigned overseas work location. Must also be willing to serve in positions worldwide, which may include domestic assignments. Overseas locations may be located in high-risk environments.

Work Environment:

Full-time, 40+ hour week while Domestic. Overseas travel is usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and performing in a location determined a hazardous duty area are eligible to receive uplift pay over basic compensation.

Living Environment: When deployed overseas, lodging, meals, medical and basic life support services will be provided while in a theater of operations, as well as the prevailing per diem rate for incidental expenses (I&E).

Work Location:

The stateside work location will be in Sterling, VA and DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.

Citizenship/Security Clearance/Passport: The candidate must be a US citizen and possess an active TOP SECRET security clearance with immediate eligibility to be granted access to sensitive compartmented information (SCI). Must be eligible for and able to obtain and maintain required Security Clearance/access approvals; and must be able to obtain and maintain a US passport.

Medical Clearance:

Must be able to obtain / maintain a DoS Class 1 medical clearance.
