The ERU/PSU Training Mentors are responsible for helping the ERU/PSU become more effective in performing their specialized missions, especially as responsibility for domestic civil order and security is nearing completion from UNMIL to the LNP.
The ERU/PSU Training Mentors will mentor, advise, and train ERU/PSU leadership and officers.
The ERU/PSU Training Mentors shall report to the ERU/PSU Lead Training Mentor.
The ERU/PSU Training Mentors shall communicate regularly with the INL Director in Monrovia and coordinate efforts with the CO and/or COR, in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.
Such communications and coordination will not involve any change to or expansion of the scope of work, costs, or contractual obligations.
If, in the opinion, of the Contractor such communications and technical direction from the COR calls for effort outside the scope of the task order or is inconsistent with the requirements, the Contractor shall notify the CO in writing within ten working days after the receipt of any such instruction.
The Contractor shall not proceed with the work affected by the communications and/or technical direction unless and until the Contractor is notified by the CO that such communications and/or technical direction is within the scope of the task order.
The ERU/PSU Training Mentors may work in Monrovia or in other parts of Liberia. Shift work may be assigned.
The ERU/PSU Training Mentors will receive specific duty assignments from the UNPOL Commissioner.
Under the supervision of the ERU/PSU Lead Training Mentor, the ERU/PSU Training Mentors will be assigned to help the ERU to develop or implement an existing personnel plan, including recertification that current personnel meet individual and collective performance standards; a remedial plan to retrain or dismiss personnel who do not pass the recertification; a recruiting plan to hire and train new personnel; and a professional development plan which rewards competence and ethical conduct while punishing incompetence and unethical conduct.
This last element will be the major focus of the ERU/PSU Training Mentor’s performance: mentoring and developing the ERU/PSU in order to increase retention of material learned in training as well as model appropriate behaviors and attitudes for ERU/PSU officers.
Under the supervision of the ERU/PSU Lead Training Mentor, the ERU/PSU Training Mentors will be assigned to develop or assist with implementation of an existing training plan for the ERU/PSU, to include training for new ERU/PSU personnel, in-service training for current ERU/PSU personnel, and training for ERU/PSU personnel who are deployed throughout the country.
To ensure local buy-in, this comprehensive training plan will be done in coordination with the LNP’s ERU/PSU training corps and will include training standards, timelines, locations, identification of already-available resources, and an itemized list of additional resources necessary for training.
The ERU/PSU Lead Training Mentor and team shall help the ERU/PSU to effectively implement this training plan.
The ERU/PSU Lead Training Mentor and Training Mentors will monitor and evaluate the progress and success of ERU/PSU trainees, ensuring that training standards are followed.
Under the supervision of the ERU/PSU Lead Training Mentor, the ERU/PSU Training Mentors will be assigned to help the ERU/PSU to develop systems of regular accountability for their personnel, weapons, vehicles, facilities, finances, equipment, and supplies. Detailed instruction on these systems must be incorporated into training.
The ERU/PSU Training Mentors’ duties will also shall include:
Providing advice to the U.S. Embassy, INL bilateral senior advisors, UNPOL, the MOJ, the LNP, and other key partners on matters relating to the development of criteria for selection, vetting, and training of persons selected for the ERU/PSU.
The ERU/PSU Training Mentors shall exercise particular care in following established vetting procedures in accordance with the Leahy Law, a law that prohibits U.S. foreign assistance to any unit of the security forces of a foreign country if evidence exists that members of that unit have committed gross violations of human rights, in coordination with the U.S. Embassy;
Providing advice to the INL Director in Monrovia and to INL’s senior bilateral police advisor on programmatic challenges and areas where U.S. Embassy intervention could help achieve INL and the U.S. government’s goals and objectives;
Monitoring equipment and facilities provided to the ERU/PSU by the U.S. government;
Developing procurement specifications for equipment purchases and infrastructure development for the ERU/PSU;
Coordinating with and mentoring ERU/PSU administrative staff, in consultation and coordination with the Senior Advisors.
Ability to possess/maintain MRPT certification;
Graduate of any U.S. local, state, or Federal law enforcement academy.
Graduate of any U.S. local, state, or Federal special weapons and tactics training school (minimum of 40 hours).
Possess experience as a member of a special weapons and tactics unit and have at least 2 years’ experience in a leadership position as a member of that team;
Must have five years of police experience in a full-service U.S. local or state police agency, excluding training;
Excellent negotiation and interpersonal skills;
Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation;
Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives;
Must be able to discuss interests and special fields of competence, explain complex matters in detail, and provide lengthy and coherent narrations, all with ease, fluency, and accuracy. If a verification of English competency is requested by INL, candidates must receive a superior level rating from the American Council on the Teaching of Foreign Languages (ACTFL);
A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and PowerPoint;
In possession of a current and valid national driving license for at least one year;
Must satisfy the requirements for Police Advisor III.
Certification as a trainer in emergency response or related areas;
Experience in three or more of the following areas: - First Line Supervision / line level command experience; Project development and management; Executive leadership development; Community policing and outreach; Policy development; Armed police support and specialized units; Train-the-trainer; - Intelligence; - Crime analysis; - Police reform and restructuring;
Graduate of FBI National Academy (or similar training);
Five or more years of supervision/management experience;
Experience managing/directing training unit or police academy;
Ability to effectively build coalitions;
Strong communication skills with the ability to mediate problems;
Decision-making ability to accomplish strategic aims and objectives;
