Position Summary
The Security Manager will based in the country office of a permissive environment and will provide security support to local, and remote programming in hostile/conflict environment. The Security Manager will be responsible to develop, implement and maintain the Security Management System for the Turkey and North Syria Country Office in order to support Relief International’s programming in Turkey and North Syria.

Role and Responsibilities
General
Development and implementation of the Country Office Security Management System
Minimize operational security risks to Relief International programming and support staff
Management of security staff in the country office - provide support, training, and development
Train and develop non-security staff in safety and security in accordance with SRA requirements
Prepare reports as required
Communicate and cooperate with relevant external security actors

Specific
Work closely with the Risk Management Coordinator (RMC) and the Safety/Security Officer (SSO) in a collaborative approach to manage program security
Manage the performance and professional development of country office security staff
Develop and maintain a comprehensive Security Management Plan (SMP) aligned to humanitarian professional security standards
Conduct Security Risk Analysis (SRA) according to Relief International Security Policy
Develop and implement the Security Risk Treatment Plan based on results of the SRA
Manage security incidents in accordance with Relief International Security Policy
Develop and disseminate safety and security alerts and advisories to staff
Develop and deliver routine and extraordinary safety and security briefs to staff and visitors
Participate as a key member of the country level Senior Management Team (SMT)
Actively participate in the local Humanitarian Safety and Security network(s)
Participate as key member of the country level Crisis Management Team (CMT)
Anticipate and provide timely advice to the Country Director on safety and security issues
Maintain communications with Relief International Global Security Director for technical, and security incident reporting
Contribute to periodical reports to Country Director and to Donors

Skills, Knowledge and Experience
· Tertiary and Vocational Security qualifications commensurate to this Security Management 


Role:

Bachelor’s Degree or higher in Security related field, i.e. a recognised academic qualification that is occupationally specific to Security Studies, International Relations etc; and Vocational qualification in a Security related field, i.e. recognised qualification that is occupationally specific to one of the following: Military, Police, UNDSS, or a Private Security Company in a hostile environment.
· 3 years’ experience in security management in support of humanitarian programming in hostile environments

· Strong communications and interpersonal relations skills in non-western context
· Cross-cultural experience – preferably in the Middle-east region
· Fluency in English, both written and verbal is essential
· Knowledge of Arabic and Turkish is desirable
· Valid international driver’s license
