Scope of Work:
Based in Yangon and field offices, the Security Consultant need to review of RI security arrangements and
updating the Security Risk Assessment (SRA) as well as complete and put in place a RI system Country Security Plan CSP for Myanmar and program locations. He/she need to establish update SOPs for staff movement as well as communication guidelines. Provide (online basics and advanced security training courses) and other needed trainings to all staff of Relief International.
Review of RI security arrangements and updating Security Risk Assessment (SRA) for Myanmar.
Complete the Country Security Plan CSP as needed for operational sub-office areas in a country by August 31, 2016 from template provided.
Provide Basics and Advanced Security Training courses to all staff of Relief International (Yangon and Field Offices) from online courses.
In consultation with the program team, Senior Management Team and the Country Director, update a travel authorization plan for the field team.
If Time allows:
Provide Security briefing and Personal Security Awareness Training to the team in Yangon and Field Offices. A proper briefing note and to update in country security briefing PP as per template concerning operation in Myanmar.
Update all evacuation plans from RI template required.
Conduct security training for boat, dealing with cash in the field and landmine awareness.
8. Conduct security training to Guards and Drivers.
Skills & Requirements :
Considerable practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.
Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
Proven experience of field based training.
Ability to advice and support field staff in a consultative manner.
Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organized and efficient.
A sound understanding of the importance of gender.
Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
Willingness to travel at short notice, and often in difficult circumstances.
