Protective Security Staff/Bodyguards

Function Of Position:
Under the supervision of a Shift Supervisor and the Deputy Foreign Service National Investigator, the incumbent serves as a bodyguard, providing close protection and site advance services to Embassy official(s) in order to protect them from harm or embarrassment. This requires flexibility in providing a secure environment for the official and personal business of Embassy personnel, in a variety of threat environments. The incumbent performs his/her work throughout Ukraine, traveling with or in advance of Embassy official(s). The incumbent is responsible for coordination with Ukrainian security services as necessary to complete site advances and other functions related to the travel, as well as frequent interactions with members of the public and others. The incumbent is required to operate a government-owned vehicle in a protective security motorcade. Infrequently, but as required, the incumbent may provide protective security support for other U.S. officials.


Qualifications Required: 
Applicants must address each required qualification listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

Education
Completion of secondary school is required.

Work Experience:
One year of police, military, or private sector training and/or experience in protective- or security-related duties, or one year of experience as a professional sportsperson.

Language

Level II (limited knowledge) of English is required.
Level IV (fluent) of Ukrainian or Russian is required.


Knowledge ,Skills and Abilities

Must possess a thorough knowledge of the geography and politics of Ukraine in general and in individual regions, specifically, their security organizations, transportation, communication, and health care systems. S/he should have a working knowledge of Microsoft Office programs, so as to prepare written reports, review shift schedules, and prepare site advance presentations.

Possession of a driver’s license (category B) for a minimum of 5 years is required. All applicants must be at least 25 years old in order to be able to drive official vehicles.

*IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of the most recent Member Copy Four (4) of the DD-214,Certificate of Release or Discharge from Active Duty, and, if applicable, a letter from the U.S. Department of Veterans Affairs. If claiming conditional eligibility for U.S. Veterans’ preference, applicants must submit proof of conditional eligibility. If the written documentation confirming eligibility is not received in the HR office by the closing date of the vacancy announcement, the U.S. Veterans’ preference will not be considered in the application process. Mission HR’s decision on eligibility for U.S. Veterans’ preference after reviewing all required documentation is final.

** This level of preference applies to all Foreign Service employees on LWOP.

ADDITIONAL SELECTION CRITERIA:

•Management will consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

•Current employees serving a probationary period are not eligible to apply. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

•Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first ninety (90) calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

•The candidate must be able to obtain and hold the following: Local Security Certification.

•Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least six months remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
