The Corrections Advisor- US-United Nations Mission in South Sudan works to improve the detention conditions of individuals at Protection of Civilian (POC) Camps and in the criminal justice system awaiting trial in compliance with the United Nations Security Council Resolution (UNSCR) mandate and under the supervision and substantive guidance of the UNMISS Police Commissioner. Coordinate with legal and human rights components in mission, local corrections authorities, and UN Corrections Division.
(Typical duties include the following, although specific duties vary by assignment or contract.)
Manages the overall safety and security regimes of holding facility personnel, persons in holding (PIHs) and visitors.
Conducts regular security assessments on the holding facilities including infrastructure and PIH population.
Develops search plans and manage regular searches of the holding facility.
Conducts, within limits, searches on PIHs on admission to ensure prohibited articles are not taken into the facility.
Maintains the admission or release register.
Maintains PIHs’ property records and storage, and PIHs’ medical registers / records and make referrals for medical attention as appropriate.
Manages the process for PIHs’ complaints, grievances and requests.
Manages conflicts between PIHs in order to promote safety and security at all times.
Provides mediation and counselling services for PIHs if required.
Conducts investigations or fact findings of security incidents in the holding facility.
Advises and mentors UNCAS personnel on training, administrative, planning, operational and logistical functions.
Collaborates with UNMISS, UNPOL, and UNCAS staff to ensure mission success.
Performs other duties as assigned.
Knowledge & Skills
Experience in a wide range of operational and administrative issues, including experience in management and strategic planning.
Mastery of corrections principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in law enforcement programs.
Superior negotiation and interpersonal skills.
Excellent English communication skills (reading, listening, report writing, and oral presentation). If a verification of English competency is requested by INL, candidates must receive a superior level rating from the American Council on the Teaching of Foreign Languages (ACTFL).
Proficiency in Microsoft Office products, including Word, Excel and PowerPoint.
Ability to operate a manual transmission 4x4 vehicle.
Experience & Education
Seven (7) or more years progressively responsible experience in the area of prison reform, with experience in multiple aspects of corrections.
Previous international experience in prison operations and reform.
Employed full-time for a U.S. law enforcement agency within the previous five (5) years.
Current United States state driver’s license valid for the full period of performance of the contract.
Advanced degree in area of expertise in law, criminology or relevant social or political areas with adequate focus on prison reform issues or equivalent professional experience preferred.
Basic understanding of South Sudan or the region related to criminal justice sector preferred.
Preferred experience in one or more of the following: Public outreach/education/English language instruction, Project monitoring an evaluation, Strategic/tactical planning, Facility management (coordination and supervision of correctional or correctional training facility repairs and maintenance).
Physical Requirements/Working Environment
Living and working conditions at assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
Place of duty and environmental conditions can be extremely austere, harsh and work can be performed under hostile and life-threatening conditions.
Ability to travel domestically and internationally.
