Engility is seeking a Command and Staff Trainer to work in various countries with the State Department ACOTA (African Contingency Operations Training and Assistance) Program.


ACOTA is a program within the Office of Regional and Security Affairs, Bureau of African Affairs at the Department of State. It began as the Africa Crisis Response Initiative (ACRI) in 1997 with the mission of enhancing the capacity of African partner nations to participate in worldwide multinational peace operations. ACRI was restructured as ACOTA in 2002 and incorporated into the Global Peace Operations Initiative (GPOI). The ACOTA Program Office (APO) manages the program and policies in collaboration with the Department of State’s Bureau of Political-Military Affairs, the Office of the Secretary of Defense, and Africa Command (AFRICOM). The program provides extensive field training for African peacekeepers plus staff training and exercises for battalion, brigade, and multinational force headquarters personnel. ACOTA also provides equipment for African multinational peace operations’ trainers and peacekeepers.

The decision by a partner nation to deploy ACOTA-trained troops is a sovereign national decision. An ACOTA partner’s participation in multinational peace operations normally falls under a mandate from the United Nations, the African Union (AU), or a regional organization such as the Economic Community of West African States (ECOWAS).As an international partner, ACOTA seeks to complement and support allied peacekeeping training efforts and welcomes their participation in training even
The Train the Trainer serve as the Country Manager's Staff Train The Trainer Subject Matter Expert (SME).
Responsibilities include but are not limited to:
Serve as the Country Manager’s principal Peacekeeping Operations (PKO) staff instructor for African military units receiving U.S. Department of State's African Contingency Operations Training Assistance (ACOTA) Program training.
Instruct and supervise PKO unit staff operations training in African for African company, battalion and brigade sized units deploying to PKOs.
Focus on operations center organization and operations, staff functions, Intelligence preparation of the Area of Operations (IPAO), and the Military Decision Making Process (MDMP).
Responsible for ensuring development of POIs, lesson plans, and training support packages for collective training shall be carried out as noted in each ACOTA Program Office (APO) task order.
Training shall support the preparation of partner country battalions and brigades for deployments to and sustained operations in multinational peacekeeping operations in Africa by training African commanders and staffs in PSO command and staff operations skills and procedures.
Ensure all training scenarios are based on the most current mission area information from Areas of Operation that African PKO battalions and brigades will deploy to.
Training will involve classroom instruction, PSO Command Post Exercises (CPX), and computer assisted CPXs.
All classes shall be taught in the language of the Host Nation Military.
This position is for temporary work of limited duration.


Required Qualifications:

Minimum of 6 – 14 years of U.S. military operations and training experience required.
Should be a subject matter expert in at least one Combat Arms, Combat Support or Combat Service Support U.S. Military Occupational Specialty, Branch, or Functional Area.
Staff experience at battalion or brigade level is required.
Must be familiar with the Military Decision Making Process (MDMP)
Must be familiar with standard military training concepts, practices, and procedures.


Desired Qualifications:

Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree, preferred.
Recent U.S. Military combat and/or PKO experience at the O-5/O-6 level who has completed US Military education Command and General Staff College or equivalent.
Experience operating in areas with limited life cycle support and in hardship conditions preferred.
