Organization: The Colombo Plan

The Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific grew from a group of seven Commonwealth Nations into an International Organization of 27 member states. It is based on the partnership concept for self-help and mutual help in the development process with the focal areas being, human resource development and south-south cooperation.
The Afghanistan Colombo Plan Field Office was established for Kabul-based staff who are providing strategic management support for the implementing partners in different Provinces. In order to improve the safety and security conditions for Colombo Plan staff and operations in Afghanistan, Colombo Plan is in need of a consultancy service which will perform the following tasks:
Assess and review the current safety and security setting for Colombo Plan staff, offices in Afghanistan, as well as project locations
Enhance a safety and security Operation Manual & SOPs, in alignment with local requirements, including consideration of visitors to Afghanistan from outside.
Review Current Security agreement & Develop TORs.
Assess training needs of staff concerning safety and security in Kabul other Provinces.
Develop evacuation plans for Kabul or and other locations where project implemented.
Provide recommendations to Head Quarters on suitable backing of safety and security
Safety Guidelines for the staff, on field operation, travel, and at any Critical Time.
Develop the TOR for Colombo and Kabul security managers
Timeframe
The assessment is expected to take place as soon as possible. The timeframe will be based upon the suggested work plan not exceeding 60 days.
Required expertise
Solid qualification and INGO expertise in safety and security related operations
Relevant working experience, preferably in Afghanistan
Fluency in English (written and spoken); Dari would be a strong asset
Professionalism – Excellent skills in information collection and analysis procedures with a view to recognizing potential threats and danger
Planning and organizing – Excellent planning and organizational skills including the production of policy and procedure papers supporting project operations in the country of operations
Communication – Ability to provide instructions clearly and concisely both orally and in writing. A high sense of discretion and integrity when dealing with sensitive information
Client Orientation – Professional attitude and the ability to build successful working relationships. Demonstrate an integrated approach and attitude through normal work activities and a thorough understanding of our clients’ needs in the country of operation
Technology Awareness – High standard of computer literacy and an excellent knowledge of security information related liaison and analysis
