Overview:

The SPEAR Mentor – Subject Matter Specialist (SMS) III provides expert advice and recommendations for programs, contracts, and/or topics relevant to their area of expertise. In this position, the Mentor – SMS III will support the U.S. Department of State, Bureau of Diplomatic Security, Office of Antiterrorism Assistance, through its Special Program for Embassy Augmentation and Response (SPEAR). SPEAR will implement a Long Term Mentor program that would assist Partner Nation (PN) Quick Reactionary Force (QRF) managers to develop best practices, recurring and refresher training, administrative processes and standard operating procedures (SOPs) to provide a basis of operation for the QRF in accordance with established international guidelines.

Primary Responsibilities:
Evaluate and assess the PN QRF’s ability to maintain an adequate state of readiness.
Thoroughly document the requirements of PN QRF to maintain an adequate state of readiness including identifying recurring training requirements for the QRF as well as other personnel that may be assigned to the unit.
Work with PN QRF to develop SOP’s and implement best practices along with unit management, administration, and operational support capabilities.
Assist in the inventory of loanable equipment and the implementation of tracking and accountability methodology.
Assist PN with the issuance and familiarization of the equipment. Ensure all equipment is properly maintained and secured, but readily available for emergency purposes.
Ensure current DS/T/ATA approved training techniques, curriculum, course materials, lesson plans, participant handouts, videos and case studies are used in the delivery of SPEAR training with the PN.
Develop a close working relationship with the PN QRF, RSO, ARSO, and FSNI within the PN that will result in constructive feedback regarding the operational capability of the unit.
When deployed overseas will take direction from and coordinate all activities with the RSO.
Maintain communication with the SPEAR Curriculum Program Manager, Training Delivery Officer, and appropriate SPEAR personnel as necessary.
Provides subject matter expertise for specific contracts and programs.
Attends meetings and provides input associated with their area of expertise.

Participates in writing/formulating documents and evaluations/recommendations

Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
Must be a U.S. Citizen.
Must also be able to maintain a US Government SECRET clearance.


Education and/or Experience:
Two years as a Subject Matter Expert 2 or equivalent experience.
Master of Arts or Science (MA/MS) degree or equivalent experience in associated technical discipline of tactical operations.
Minimum of five years’ experience in the domestic and international delivery of tactical operations courses, either with DS/T/ATA or an accredited law enforcement or military organization. Experience in the delivery of the ATA Quick Reactionary Force (QRF) of Crisis Response Training (CRT) courses preferred.
+ years of progressively advancing senior level management and high-level organizational experience and support

Knowledge, Skills, and Abilities:
Ability to develop and apply advanced methods for organizational performance support, strategic planning, and interact with high-level government officials.
Familiar with the development of standard operating procedures and best practices for law enforcement tactical operations.
Familiar with the establishment of inventory controls and readiness capabilities for law enforcement tactical operation units.
Experience with foreign law enforcement units preferred.
Knowledge of firearms and the ability to diagnose problems with hand guns and assault rifles; in particular the Glock 17 and Glock 19 pistols, along with AK-47 and M-4 assault rifles.
The ideal candidates will include former law enforcement or military officials/officers who have worked in an overseas environment.
Experience with managing profit/loss responsibility, top-level organizational management experience.
Management experience in maintenance, operations and organization of facilities in excess of million dollar + projects.
Excellent writing and communication skills. Experience in preparing and presenting oral and written briefings.
Proficient with Microsoft Office Suite and Microsoft Office Project.
A working knowledge of reading/speaking French and/or Arabic preferred.

Travel:

Rotation schedule for SPEAR Mentor – Subject Matter Specialist III: 60 days on, 30 days off

Frequent overseas travel including unscheduled, night, weekend, and holiday work may be required. Rotational schedules involve long and strenuous travel and living under adverse conditions. When deployed overseas, the security situation at the deployment locations may be extremely volatile and the incumbent will be required to use personal protective equipment and exercise special safety precautions.
