IDLO in Myanmar

IDLO is working simultaneously to strengthen justice institutions to uphold the rule of law and protect human rights, while also improving access to local justice services in Myanmar. IDLO is achieving these aims by providing technical assistance to justice institutions through conducting participatory training programmes on substantive and procedural issues.

IDLO is also supporting improvements in public legal awareness and empowerment in Myanmar through its involvement in the Rule of Law (ROL) Centers programme to provide legal training on local issues for professionals, and public awareness raising on basic legal rights and responsibilities to civil society organisations, lawyers and communities at large.

In June 2015, UNDP approached IDLO for the implementation of the next phase (Phase I) of the (ROL) Centers based on the lessons learned and the recommendations of the external evaluation of the pilot phase. Phase I was implemented in Mandalay, Myitkyina, Taunggyi and Yangon from July 2015 – June 2016. The programme is set to expand under Phase II of the programme, which will run

The Assignment
Collect all relevant information needed to provide an accurate Security Risk Assessment (SRA) for IDLO’s Myanmar programmes;
Provide an in-depth SRA of IDLO’s (future) operations and programmes;
Conduct building assessments on existing locations and proposed future locations and review existing security arrangements;
Develop security operational procedures (SOP) for the Myanmar programme with focus on in-country training delivery with the programme team;
Advise on procurement of security equipment and identify if companies/services are needed;
Arrange and carry out meetings with key security focal points, such as UNDSS, UNFP, and IOs/NGOs, commercial and diplomatic during the agreed assessment mission.
Expected outputs/deliverables
Validated SRA on IDLO program in Myanmar;
Develop SOPs for Myanmar program;
Validate the report provided with clear recommendations on the IDLO possible future offices/training venues in Myanmar;
Produce a list of security contacts in Myanmar;
Provide any other tasks relating to security.

Ideal Candidate Profile

The ideal candidate will bring excellent strategic guidance and security risk
management skills as well as act as the key advisor for the delivery of security set-up and policies in the programmes in Myanmar. The consultant should bring broad-based experience – including in hostile environments – in performing rigorous analysis to produce a detailed report on operational recommendations that are rooted in accurate data and strong forecasts.The ideal candidate will be proactive and an excellent communicator in presenting and summarizing salient points in a clear manner, often in cross- or multi-cultural settings. The candidate will have the ability to develop a detailed report.
Education
The selected candidate must have a master’s degree in Social Sciences or related technical fields such as the military or the police academy as well as relevant military or police training courses with emphasis on operational planning.
Work experience
A minimum of 10 years of professional experience with law enforcement, military, intelligence, public security organisation or in a similar position for an international organisation is required;
At least 5 years of experience with the United Nations or other International Organisations.
The candidate will have demonstrated knowledge of the development of security policies and procedures consistent with operations in a high risk environment;
Experience working in Myanmar is essential.
Languages
Fluent written English is required.
Acceptable written and spoken knowledge of Myanmar languages including Mynamar, Kachin,
Rakhine and Shan is a distinct asset.

Terms and Conditions
The Security Risk Assessment Consultant will be required to render services in Yangon, but may be required to work from other locations as determined by the Supervisor.
The Duration of the assignment is 30 days, with possibility for extension subject to satisfactory performance and availability of funding.
