Security Manager - Turkish Nationality

Essential Duties & Responsibilities:

Oversee all components of security support, including: security information management and reporting, communications, travel and transport fleet management, and offices facilities maintenance and surveillance;
Serve as a primary point of contact with Turkish security sector officials, security related governmental entities and coordinate security management issues with the Senior Resident Representative, NDI’s DC-based Syria program team, NDI Ankara representative, and NDI’s DC-based Operations and Security team;
Manage the security posture for NDI Syria personnel, facilities, and movements countrywide;
Implement NDI Syria security protocols per existing Institute-wide and NDI Syria-specific policies and plans;
Make sure adequate security protocols and measures are in place following consultations with NDI Senior Resident Representatives;
Make sure all NDI Syria staff are safe and adhere to security protocols and procedures;
Continuously monitor the security environment in Turkey, border areas between Turkey and Syria, and make recommendations to the Senior Resident Representative on adjustments to security related regulations and programming as necessary;
Develop and maintain professional security and risk management contacts and manage a security information system to gain and share related information with other organizations;
Manage and update office security plan/protocol and emergency plans, including managing any necessary relocation or evacuation of NDI staff, in coordination with the Senior Resident Representative, DC-based Syria program team, and DC-based Operations and Security team;

Review and update physical security procedures and practices on an ongoing basis;
Communicate security issues/concerns and NDI security procedures to all relevant staff;
Conduct regular security briefings and refreshing training for all NDI Syria staff;
Brief and train new staff or incoming short-term staff on security policies and procedures including communications, transportation, protective equipment and emergency actions;
Ensure appropriate operational support is provided for all NDI activities, including meetings and workshops;
Draft security and safety related documents and regular internal reports, as needed; and Perform other duties as assigned by Senior Resident Representative even at non-traditional working hours when required.

EDUCATION AND/OR EXPERIENCE
Bachelor degree in defense studies, security or police academy / military school academy or development, or 10 or more years of specialized training in security via police or army is required;
A minimum of 10 years of relevant operational experience in international development, security, operations, military or police;
Experience working in Southern Turkey is an asset;
Turkish citizenship required.

REQUIRED SKILLS AND ABILITIES
Written and oral Turkish and English language skills required;
Good interpersonal skills to effectively interact with all levels of staff, international personnel, security actors, and the NGO community;
High level of oral and written communication skills to effectively present information, reports and respond to questions in English and Turkish;
Capacity to work both independently and as a member of a team;
Ability to define problems, collect data, establish facts and draw valid conclusions;
Significant experience in development and execution of security plans.
Working knowledge of Google Apps (Gmail, Calendar, Google Drive, G+, etc.) and PC-based word processing and spreadsheet applications; and
Ability and willingness to travel to regional locations and Turkish-Syria border crossings and areas on the Turkish side.
