Safety, Security and Compliance Officer

Location: Lebanon

Travel: Staff will be based Beirut, with frequent travel required between the field offices within Lebanon; occasional international travel.

We seeking candidates for a Safety, Security and Compliance Officer to be based in its Lebanon Office in Beirut. For 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and North Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently has approximately 125 staff members – all nationals – in nine countries: Armenia, Egypt, Jordan, Lebanon, Mali, Morocco, Palestine, Senegal and Sudan. Our programs are organized around four themes: Peace building, Civic Engagement and Education, Sustainable Agriculture, and Microenterprise Development.

Position Description

The Safety, Security and Compliance Officer is a member of the Near East Foundation team in Lebanon, reporting to the Country Director, Jordan-Lebanon in Amman and to the Head of Operations at NEF HQ in Syracuse (NY). The purpose of the Safety, Security and Compliance Officer position is to monitor the overall security situation, manage security regulations and provide sound and timely advice to staff and management in order to support the safe and efficient delivery of program activities in the designated area of operations.

RESPONSIBILITIES:

In addition to represent the organization when liaising with the local administrations the Safety, Security and Compliance Officer:


Keeps NEF informed of any changes in the administrative procedures that can impact NEF’s operations or projects;


Establishes or reinforces relations with the representatives of the different administrative services;


Meets with the representatives of the different administrative services as often as necessary to obtain documents or solve problems affecting NEF’s operations.


Monitors the evolving situation in the area of NEF’s operations in coordination with other organizations as per regional, country and program guidelines;


Facilitates access and operations through the provision of dependable advice to staff and managers and consultants;


Acts as the local focal point for security co-ordination and information sharing between the relevant stakeholders within the area of operations;


Collects, verifies, analyzes and reports information that affects, or may affect, NEF operations;


Establishes a network of contacts and represents NEF at security meetings;


Actively participates in UN Security Cell meetings within the area of operations;


Provides operational security briefings and orientation to all new and visiting staff;


Tracks security related incidents and developments and provide timely trend/pattern analysis at a national and regional level to HQ;


Conducts regular Security Risk Assessments (SRAs) as per NEF policy;


Identifies indicators and key decision points, and link them to the SRA and security phases;


Assist in training on security procedures as required for program staff;


Prepares and submits security reports and trend analyses as required;


Provides advice on program development and implementation, including on evaluation of risk and mitigating measures within program activities.

SAFETY RISK MANAGEMENT


Assists with the implementation of global and regional security policies, protocols and procedures related to the safe implementation of program activities;


Supervises the implementation of physical and asset protection protocols and regulations;


Ensures that appropriate access controls are in place for all NEF facilities


Advises, assists and controls the procurement and issue of security and protective equipment


Conducts regular site assessments and advise on mitigation measures


Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned

Experience required: 2 to 3 years of experience working with NGOs, other international agencies or multinational business; proven ability to prioritize tasks and meet deadlines; geographical and administrative knowledge excellent communication skills; strong information technology skills. Fluent in written and spoken English and Arabic. Management and/or supervisory experience.

Training or experience in crisis management.

Training in safety, fire and evacuation procedures.

Training in safety and disaster management.

Experience negotiating access for humanitarian or other agencies and ability to work effectively within complex regulatory environments.
