Operations Manager - Security Operations

Duties and Responsibilities:

Operations Manager will have primary responsibility for all aspects of contract execution. The Operations Manager will be responsive to and coordinate closely with the United States Government to ensure effective contract management. The Operations Manager will directly manage the Deputy Program Manager (DPM).
Operations Manager will direct the activities of the Security Operations Team in providing support to the Bridge Afghanistan Security (BAS). This includes operations, recruitment, personnel security, logistics support, financial, and accounting required to support static and mobile security services.
Ensure necessary resources are provided to meet program requirements, directing, controlling, and ensuring procurements are made in accordance with the Federal Acquisition Regulation (FAR).
Responsible for review of invoices and for ensuring their accuracy and timely submittal to the State Department. Operations Manager will also ensure all deliverables, reports, and products are properly completed and submitted on time.
Operations Manager will be responsible for managing and monitoring Operations staff members who support general programmatic activities and track mission essential items being delivered to all supported sites in Afghanistan.
Operations Manager will oversee all GFE assigned to the Security contract to include PAE’s property management plan and will negotiate modifications and amendments to the contract as required.
Operations Manager will be expected to track budgets and monitor reports to ensure that expenditures do not exceed authorized limits.
Operations Manager will ensure that the Kabul based leadership teams operate the task order efficiently and in accordance with terms and conditions to properly provide for the welfare of deployed BAS personnel. This includes ensuring provisions are in place for comfortable accommodations and nutritious meals, a proper level of security, prompt payment of salary, mail delivery, medical care, and facilities and equipment for Morale, Welfare, and Recreation (MWR) purposes.
Operations Manager will be expected to attend weekly customer meetings in the Washington, D.C. area to discuss program and contractual issues. The position requires travel to Afghanistan three or more times per year to oversee program operations, meet with local Government officials, and generally maintain the morale of deployed personnel.



Required Skills and Qualifications:
Bachelor’s Degree in a Business Management Discipline or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
At least 5 years in a related Government or business field in a role responsible for the supervision and management of personnel, strategic planning, program management, resource management, and budgeting.
Knowledge and / or experience with the management of Security operations in austere environments
Ability to work closely with corporate management personnel to ensure reliable and stable staffing against all contract-specified missions and functions. Demonstrated personnel management experience of three or more years.
Strong oral and written communications skills, a must.
Demonstrated experience working in the areas of contracts, logistics support, deployment, operation and/or finance and accounting.
Demonstrated experience managing subcontracts.
Highly skilled in translating customer needs into work requirements at varying levels of detail for large work groups.
US Citizen, Secret Clearance



Desired Skills
5 years Law Enforcement experience or prior security contract experience
Management and supervision of 25 or more personnel.
Experience in Security Operations in Afghanistan or Iraq.
Prior capture management experience a plus.
