This job opening is being issued for a position in the Investigations Division (ID) of the Office of Internal Oversight Services' (OIOS) regional office at the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will report to the Chief Resident Investigator at MINUSCA. OIOS is an independent office reporting to the Secretary-General and the General Assembly. ID/OIOS investigates reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources and abuse of authority.

Responsibilities

Within delegated authority, the incumbent is responsible for the following duties:

- Plans, organizes, conducts and manages investigations of cases of alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, sexual exploitation and abuse (SEA) and violations of United Nations' rules, regulations and administrative instructions.
- Leads and supervises a team of investigators and coordinates the investigative activities of team members; defines the parameters and timetable of the investigation.
- Decides on the investigative tools to be employed; gathers evidence; prepares testimony for tribunals; obtains and reviews pertinent documentation.
- Conducts interviews and takes statements; analyzes facts, determines findings and formulates recommended corrective measures and related disciplinary and jurisdictional actions; draft reports and communications.
- Works collaboratively with colleagues to achieve organizational goals in accordance with ID/OIOS standard operating procedures and in compliance with organizational regulations and rules; manages the financial resources and logistics of the unit.

Work Experience
A minimum of seven years of progressively responsible experience in investigatory work, including criminal or administrative investigations is required. Experience in investigations management and administration together with supervisory functions is required. Experience with international investigation activities is desirable. Experience with an international or multilateral public institution is desirable.Languages

English and French are the working languages of the United nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.


Assessment

Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.
