Airport Aviation Security Manager

Project Overview 
The prevention of unlawful interference with regard to the aviation operations at International Airports within Afghanistan and the provision of security services based on the policy guidance contained in the Standards and Recommended Practices of ICAO Annex 17 and Doc 8973.

Functions of Work Area
To provide training and education to project staff in preventing acts of unlawful interference against civil aviation operations, utilizing state of the art technology. Educate and provide friendly customer service to the traveling public whilst providing screening of passengers, luggage and cargo to safeguard their freedom of movement and provide security background to improve security systems within airport security operations.

Role of the Position 
The post incumbent will be a member of the Senior Management Team at Airports within Afghanistan reporting to the Airports Operations Coordinator (AOC).

The successful candidate will assist the AOC in planning, delivering and maintaining the continuing success of the contract. He /she will do this by following established business direction and additionally providing input into the organisational structure and core work practices to enable continued growth and new directions for all Afghanistan staff employed within the project.

He / she will provide a visible source of leadership, motivating and supporting themanagement team to deliver the customer promise and standards in compliance with the guidelines under ICAO Annex 17 & Doc 8973, Olive Group and the Client (Afghanistan Civil Aviation Authority) requirements. He / she will continuously review, monitor and improve ways in which we work to ensure the highest levels of compliance to ensure minimising risk of unlawful interference with civil aviation operations with regard to the passengers and aircraft serviced by Olive Group under our contract.



To achieve these goals, the post holder will need to have senior management experience with the ability to work in a challenging environment with the added strength of working at times on a solitary basis. Proven focus on aviation compliance & standards delivery, customer service and staff development. A solid knowledge of Aviation Security regulatory aspects, performance management tools and techniques is vital, along with the ability to forge relationships with peers and customers.

Key Tasks and Responsibilities Including but not limited to the following, as directed by and/or in consultation with the Airports Operations Coordinator.



Manage and oversee all aspects of the Airport contract that relate to each airport.
Establish and nurture excellent working relationships with senior airport management and clients including members of the Afghanistan control authorities.
Ensure that the highest customer service is delivered, cost effectively and consistently.
Ensure that all contractual obligations are met in full, whilst achieving full compliance against all Olive Group, International & national relevant regulations.
Support and develop all aspects of management, staff motivation and ensure succession planning of the management team
Make sure all disciplinary, grievance and customer complaints are dealt with promptly and in accordance with company policies.
Identify, follow up and report any potential new business opportunities to the Airports Operations Coordinator
Take on and deliver project work as required and defined by business needs, whilst being able to manage your regular responsibilities
Ensure that health and safety in the workplace exists to ensure the minimisation of health and safety breaches. Immediately report and investigate any potential incidents that relate to security or safety.

Operating Environment



The Project is responsible for the physical security and screening of departing International aircraft from Kabul, Kandahar, Herat and Mazar-e-Sharif International Airports, Afghanistan, and the screening of all said passengers, carryon luggage, hold luggage and cargo.



The physical threat is manifested through possible random mortar, rocket and small arms fire to the implicit threat of VBIED, suicide attack or the smuggling of explosives and narcotics.



The operational tasking required is to meet the needs of the environment and the security threat results through a layered security with a flexible, multi-talented expatriate, third country national and local national work force. The expatriate work force forms the nucleus of the project through past performance, experience and formal state and international qualifications.



An additional role of the project is to increase the capacity for self-sufficiency within the Local National work force and provide an example to the client of how a disciplined, well trained security force can continue to provide security to Kabul, Kandahar, Herat and Mazar-e-Sharif International airports to International ICAO Standards.



Selection Criteria



The post incumbent shall either be drawn from extant Olive staff or recruited directly into the position from an external source. The post holder should possess the following qualifications:


Relevant & current national or international qualification in Aviation Security.
Appropriate management qualification and experience with a minimum of three years of senior operational management experience.
Specialist subject matter qualifications (desirable not essential)

The post incumbent should also have had significant experience in the following areas for a period of time:

Operational Aviation Security (1x year).
Management and responsibilities for airport or other transportation based operational staff. (2x years)
Team operations within a busy airport or similar transportation based environment. (1x year)

Communication / Client Focus: The ability to ccommunicate, both formally and informally with the aid of reports with peers and outside agencies such as the Airport and external control authorities. Additionally, it is extremely important to demonstrate a thorough understanding of client needs.

Technical: Demonstrate relevant technical knowledge (or the ability and willingness to learn it).
Education: Is educated to a high standard and must demonstrate the ability to transfer thoughts and ideas by means of written and spoken English to a high standard.
Business development: Grow the business while ensuring contractual compliance at all times
Regulatory Aspects: Ensure that all processes are compliant with Olive Group Policies, Client Policies as well as national and international legislative and ICAO requirements
· Provide management guidance during unexpected events and incidents to ensure protection of passengers, staff and Olive Group & Client reputation.

Be able to multi-task senior managerial level events and requirements.
The ability to work long hours in a current high threat environment.
The ability to work away from home for an extended period of time.
