Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

This Temporary Job Opening (TJO) is open to internal staff members in Bangkok holding a Fixed-Term, Continuing or Permanent Appointment only. When a qualified internal staff member cannot be identified, the selection of an external candidate will be subject to exceptional approval.

This is a temporary position and will be available until 30 April 2017. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.


Org. Setting and Reporting

The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient and effective conduct of the programmes and activities of the United Nations System.

The position is located in the Security and Safety Section, Bangkok which provides a safe and secure environment in which delegates, staff, and visiting dignitaries can conduct their business at the United Nations building in Bangkok.

Under the overall command of the Chief of Security and Safety Section in Bangkok, the Security Sergeant is required to perform armed security functions and reports directly to the Security Lieutenant or supervising officer.

Responsibilities

Within delegated authority, the Security Sergeant will be responsible for the following duties:

•Conducts daily briefings and assign officers to various functions or posts.
•Supervises staff and carries out inspections to ensure that officers on duty are discharging their functions appropriately.
•Examines routine reports prepared by subordinates and certify their accuracy.
•Makes recommendations to the supervising officer on operational matters.
•Briefs officers under command of possible security threats and related operational plans.
•Assumes control of specific areas as assigned during periods of heightened security.
•Counsels, coaches and mentors officers under command.
•Provides input for the performance evaluation of security personnel under command.
•Prepares written reports of all unusual incidents.
•Makes recommendations on basic security operation.
•Performs all other related duties as required.

Others:

Normally the incumbent will be required to perform duties in UN Security uniform and, at times, in civilian clothes. Candidate must be physically and mentally fit. Duties may require long periods of standing. The officer is required to obtain and maintain appropriate host country licenses, including, but not limited to, pistol and vehicle operator licenses. Officers are also required to undergo firearms drills and maintain UN qualification standards. Incumbents may be required to work shifts/weekends/overnights/holidays.

High school diploma or equivalent. Additional security or military training is required. Must have passed the United Nations Security Officer Test (SOT).

Work Experience

At least five years of experience is required in security operations (which includes investigation, physical security, personal protection, operational planning, fire prevention and suppression, emergency medical and hazardous material response, video imaging badge systems and methods of instruction or related area).

Experience within the UN Secretariat is highly desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantageAssessment
