This position is located within the Office of the High Commissioner for Human Rights (OHCHR) Office in Honduras. The Security Officer in OHCHR Honduras reports directly to the Head of the Office and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator. Functional responsibility for security rests with the Head of the Office supported by the OHCHR Safety and Security Section.


Responsibilities
Under the direct supervision of the Head of OHCHR country/regional Office and technical supervision of the Senior Security Manager the incumbent will:
•Provide support for the safety and security of the staff and activities of OHCHR in the country.
•Participate in all aspects of the UN Security Management System on behalf of OHCHR.
•Review and monitor the situation in the country of assignment with specific regard as to how it relates or may have an impact on OHCHR operations in the country.
•Advise the Head of OHCHR country office with regard to all security and related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of OHCHR operations in the country of assignment.
•Conduct security evaluation missions in potentially difficult locations.
•Conduct regular Security Risk Assessments of field activity and analysis of the security situation in locations where OHCHR is or intends to operate to enable appropriate security responses with regard to safety of staff, in coordination with the UN DSS (United Nations Department of Safety and Security).
•Develop and ensure implementation of minimum operating security standards (MOSS), and related standard costs for offices, facilities and property of OHCHR in the field.
•Ensure standardization of identity privileges, custody and security of keys and standards for screening of non-staff persons.
•Conduct staff briefings on security preparations and country situations prior to travel.
•Maintain and keep up to date the security reporting system, in particular incident reports and ensure the notification to appropriate staff members.
•Accompany staff members to the field as a part of special activity such as monitoring missions, Commissions of Inquiry and Investigation missions.
•Develop and deliver security awareness training programmes in coordination with the UN wide plan.
•Develop and deliver driver and transport safety programmes and ensure the safe driving practices of OHCHR staff.
•Maintain files on the evacuation and security plan of the duty station or offices where OHCHR staff are deployed.
•Ensure all staff are aware of their responsibilities and preparedness in the case of evacuation.
•Obtain and prepare security and staff safety bulletins and manuals and disseminate them to OHCHR staff.
•Arrange responsibility for guard force management at all OHCHR premises.
•Perform other duties as assigned by the supervisors.

Work Experience
A minimum of five(5) years of progressively responsible experience in military, police, security management, preferably in the police or military context or related area is required. Out of these, three (3) years of experience working in the field, preferably within UN Security Management system, are desirable. Experience in the area of human rights or international humanitarian law is also desirable.
