Purpose of the Position

The Country Field Security Advisor (CFSA) is responsible for all aspects of security management, crisis readiness and preparedness for the Afghanistan Country Office. S/he serves as an advisor and assists the Representative and UNICEF Field Security Focal Point in the execution of their security responsibilities at the assigned duty station.

Key Accountabilities and Duties & Tasks
Analyses security factors and levels of risk related to safety of UNICEF staff and their dependents in Afghanistan and make written recommendations for improvements in both physical safety and operational security as per established MOSS standards. Follows up on these recommendations to ensure their implementation.

Coordinates all security aspects with other designated FSA/UNDSS in zonal offices to ensure highest degree of MOSS compliance and ensure staff safety.

Provides advice and guidance to the UNICEF-Afghanistan's Representative for participation at Senior management Meetings and represents UNICEF at security cell coordination meetings for Afghanistan.

Develops UNICEF specific security strategies and operational procedures and establish contingency plans for ACO and zonal offices related to the Afghanistan programme in coordination with the wider UN security plans for Afghanistan. Provides technical guidance to the Field Security Officers in the zones.

Coordinates security planning and contingency responses with other members of the UN family, in liaison the UNDSS and the Designated Official. Establish good contacts with relevant bodies on the ground or individuals deemed appropriate and necessary to obtain the most timely and accurate information possible concerning security threats and preventative measures.

Assist UNICEF Afghanistan Country office to ensure, in coordination with of his/her representative, that UNICEF input into the overall security and evacuation plans for Country office is taken into account, and that the UN security Plan is relevant to UNICEF Staff and their dependents.

Qualifications of the Successful Candidate

Education


Advanced university degree in Social Sciences or a related technical field. A military or police academy degree would be relevant, including having successfully graduated from a senior service or command and general staff college.

Work experience

A minimum of eight (8) years of progressively responsible experience in security management, preferably in a police or military context, which should include a high standard of physical fitness and operation under extreme stress, unit command and senior-level staff experience, demonstration of high level of leadership and capability of rapid decision-making (with little margin of error). Experience in an emergency environment.
